noted the 1999 projects still open are the Grant from the Downtown Business <br />Association, School Improvements, Building Improvements for the Police Department, <br />Telecommunications consulting, the 88th Street Project, Griffith Street Rubberized <br />Railroad Project, Dump Truck for Operations, Landscaping Project, Lake Park <br />Improvement, Trail Beautification Median Improvement, Tennis Court Lighting, Sewer <br />Treatment Plant Expansion and Cart Path Completion at the Golf Course. This is a total <br />of $1,583,903. <br /> <br />Mayer moved that Council approve Resolution No. 13, Series 2000, amending the 2000 <br />Budget for 1999 Open Encumbrances, seconded by Levihn. Roll call was taken. Motion <br />passed by a vote of 6-0. <br /> <br />RESOLUTION NO. 14, SERIES 2000 - A RESOLUTLION DESIGNATING PART <br />OF THE FUND BALANCE OF THE CAPITAL PROJECTS FUNDS FOR THE <br />FUTURE DEVELOPMENT OF A COMMUNITY PARK, AND FUTURE DEBT <br />REDUCTION <br /> <br />Davidson called for Staff introduction. <br /> <br />Dianne Ray, Director of Finance, stated that as part of the 2000 budget process, Council <br />designated part of the Fund Balance of the Capital Projects Fund for the future <br />development of a community park to be built in 2002 and future debt reduction that will <br />be called in 2003. Each has been designated of $100,000. <br /> <br />Sisk moved that Council approve Resolution No. 14, Series 2000, which designates part <br />of the fund balance of the capital projects funds for the future development of a <br />community park, and future dept reduction, each in the amount of $100,000, seconded by <br />Mayer. Roll call vote was taken. Motion passed by a vote of 6-0. <br /> <br />RESOLUTION NO. 15, SERIES 2000 - A RESOLUTION APPROVING A <br />PURCHASE AGREEMENT TO BUY AND SELL WATER RIGHTS <br /> <br />Davidson called for Staff introduction. <br /> <br />Tom Phare, Director of Public Works, stated that Resolution No. 15, Series 2000 <br />provides for approval of an Agreement between Boulder County and the City of <br />Louisville for the sale and exchange of water rights. Louisville will be providing historic <br />water rights, if purchased, from an individual that sold their farm to Boulder County. The <br />historic water from the farm will be returned to the farm. In consideration for providing <br />these water rights to the County, the City of Louisville will be obtaining 30 units of CBT <br />and $90,000 cash, as well as acquisition of CBT water at market rates. Conveyance of <br />the historic water rights to Boulder County will eliminate the necessity of going through a <br />court proceeding to transfer the water to municipal use. <br /> <br /> <br />
