collector road would not likely bisect this parcel. However, it is Staff's position that this <br />proposal is obligated to construct or demonstrate how the obligation to construct the <br />collector loop road, which will be mutually shared by all parties subject to the <br />development standards of the General Development Plan, would be accomplished. All <br />parcels are to be reviewed for their compliance with an implementation of the General <br />Development Plan. <br /> <br />Wood stated that the majority of the land that would convey the conceptual alignment of <br />the collector loop is on the west side of Highway 42. These properties are unincorporated <br />and held by owners who have stated no intent or obligation to abide by the provisions of <br />the General Development Plan. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Hale Kell, 355 South Boulder Road, stated that he is the applicant, a resident of <br />Louisville and maintains his medical office in Louisville. He stated he is an optometrist <br />and has had an office in Louisville since 1992. Mr. Kell noted that he finds it necessary <br />to expand his office and that he would like to purchase a site where he can relocate. He <br />stated that he was not aware of the collector route and feared that it might jeopardize the <br />project. He asked Council for direction in this matter. <br /> <br />Eric Hartronft, 801 Main Street, stated that he is the Architect for the project. He asked <br />the Council to look at the project on its merits as it relates to the general development <br />plan. Hartronft stated that Mr. Kell is looking for high quality, low-density development <br />that would meet his needs. He stated that the proposal is for an office park, low density <br />with 44% open space dedication on the site. With regard to the architectural aspect, <br />Hartronft stated they propose a mix of buildings with seven building sites and a variety of <br />building sizes, all of residential scale. He stated the development would occur over a <br />period of time beginning at Highway 42 and continuing to the west. With respect to <br />access, Hartronft noted that in 1991, CDOT and the City of Louisville decided upon the <br />Right-in/Right-out Left-in configuration. He stated that they would proceed with a full <br />traffic study if Council looks favorably upon this development plan. With respect to the <br />Hecla Drive Loop, Hartronft stated that two properties are still within the county that may <br />not be annexed or developed. He asked Council for input on the proposal, whether they <br />support the density, the unresolved issue with regard to the Hecla Drive Loop, and the <br />acceptability of the open space dedication. <br /> <br />Mayer stated his concern was that only half of the land is within the City. He noted that <br />he was not concerned with the potential use, but that he would like more information <br />from Staff regarding the access. He also stated that perhaps a new zoning would be <br />appropriate. <br /> <br />Howard stated that he liked the proposed architecture of the buildings, the buffering and <br />density. With respect to the access plan, Howard noted that he was concerned about the <br />peak traffic hours on Highway 42.
