With respect to the open space dedication, <br />Howard stated that he felt the dedication was reasonable. <br /> <br />Sisk stated that this proposal should be considered as a stand-alone project. He did not <br />agree with dedication along the ditch and felt that the open space dedication should be <br />along Highway 42. He also stated he thought the buildings should be constructed further <br />back than proposed. He stated that he liked the proposed architecture and the concept of <br />a medical campus. With respect to the Hecla Drive Loop construction, Sisk stated he did <br />not think the developer should be held responsible for building a road through an area <br />that may or may not be developed. He noted his concern about the 264 parking spaces, <br />which could feasibly add 264 cars onto Highway 42 at peak hours. <br /> <br />Levihn concurred with the comments made by members of Council. He stated that he <br />liked the project, that it is workable and should move forward. <br /> <br />Davidson requested that the Planning Commission review the Louisville North Plan. <br />He did not agree that the developer should bear the burden of constructing the Hecla <br />Drive Loop as stipulated by the plan. He stated that he liked the architectural plan and <br />proposal. He concurred that the open space dedication should be along the east side, near <br />Highway 42 and that the buildings should be further back. <br /> <br />Davidson asked Tom Phare, Public Works Director, to research how this would affect the <br />five-lane expansion of Highway 42. <br /> <br />Mayer asked Staff to review the open space dedication as it pertains to the trail <br />connection. <br /> <br />Brown stated he thought the traffic issues in that area is critical. <br /> <br />Davidson moved that the Preliminary Subdivision Plat and PUD - Summit View <br />Professional Park be forwarded to the Planning Commission with Council comments, <br />seconded by Howard. All in favor. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />Sam Light, City Attorney informed Council that Paradise Lane has filed a notice of <br />appeal to the U.S. Tenth Circuit Court of Appeals on the lawsuit against the parties to the <br />Northwest Intergovernmental Agreement.
