McCaslin Blvd <br /> Gunning called for any changes to the consent agenda. Carlson moved to approve the <br /> consent agenda. Lipton seconded. All in favor. Consent agenda approved. <br /> Authority Business <br /> A. Tastings Permit Application — Unionjack Liquor, Inc. d/b/a Unionjack Liquor— <br /> Retail Liquor License — 1160 South Boulder Road <br /> • Chairperson Gunning asked for discussion on the tastings permit application for <br /> Unionjack Liquor. <br /> Wilson noted it was nice to see the completeness of the application and be reminded of <br /> what the Authority's role was in tastings. She moved for approval of the tastings permit <br /> application. Rommelfanger seconded. Roll Call Vote: Lipton — yes, Wilson — yes, <br /> Rommelfanger— yes, Gunning - yes and Carlson — yes. Tastings permit approved. <br /> Police Department Reports <br /> A. Incident Report—Waterloo — 8/21/11 <br /> This incident involved the police being dispatched to the downtown area to help other <br /> officers with an apparently intoxicated person. Gunning noted this report was continued <br /> from the last meeting for additional follow up. Rommelfanger questioned whether the <br /> Authority could proceed with any action since no criminal summons was issued. <br /> Sergeant Lanphere reported the individual noted in the report had been at a special <br /> event all day and been drinking adult beverages there. When she went to the Waterloo, <br /> she didn't have a tab, so the number of drinks she consumed there was unknown. She <br /> then left, and the bartender at the Waterloo reported she did not appear intoxicated. <br /> Thirty minutes passed before the police arrived. There was no way of knowing what <br /> alcohol may have been consumed during the elapsed time, off premises. <br /> • Wilson stated she wanted to go on record with her concerns about the response by the <br /> bartender. The report stated he would not say how much the patron had to drink. She <br /> noted this is not the usual response from this establishment and this concerned her. <br />
