Local Licensing Authority <br /> Minutes <br /> October 24, 2011 <br /> Page 3 of 4 <br /> • Sergeant Lanphere responded he had taken the opportunity to explore the issue and <br /> determine if it was truly a lack of responsiveness from the bartender or just wording in <br /> the report. He had spoken to the establishment and is working with the officers on <br /> approaches for follow up. <br /> Rommelfanger noted with the great working relationship the Authority has with the <br /> Police Department, it feels awkward for them to proceed if there has not been a ticket <br /> issued. Sergeant Lanphere stated he understood, but felt the burden of proof was <br /> different. <br /> Gunning concluded there was consensus to take no further action on this report. <br /> B. Incident Report— Ralphie's — 9/13/11 <br /> Police were dispatched to the establishment on the report of theft of services. Gunning <br /> noted the establishment seemed to do the appropriate thing in this matter. The <br /> Authority decided no further action was needed on this. <br /> C. Incident Report— Henry's - 9/25/11 <br /> This incident involved police response to a report of a woman falling and breaking her <br /> arm. Lipton asked questions about the timeline. Sergeant Lanphere responded there <br /> was not a clear timeline. The reason the police department responded was due to the <br /> medical emergency. He stated the persons involved reported drinking at several <br /> establishments, which is not an uncommon response. Henry's had asked them to move <br /> along, which was the proper thing to do. The Authority agreed there was no further <br /> • action to take on this report. <br /> Sergeant Lanphere reported to the Authority he is working with the State Medical <br /> Marijuana Division to get some training in place. <br /> Secretary's Report <br /> No report. <br /> Authority Attorney's Report <br /> No report. <br /> Authority Comment <br /> Rommelfanger asked about the outcome of the State enforcement. Secretary Hanson <br /> stated when all the reports are in she will share them with the Authority members. <br /> Sergeant Lanphere said he is conferring with the Liquor Enforcement Division <br /> concerning their recent enforcement in the City of Louisville to reinforce the City's <br /> training program. <br /> Wilson stated she had noted an establishment with liquor sitting on the bar. They were <br /> closed, but she was concerned with everything sitting out. Sergeant Lanphere said he <br /> • would check into it. <br /> Discussion Items for Next Meeting - November 28, 2011 - None <br />
