<br />City Council <br />Study Session Summary <br />July 10, 2007 <br />Page 4 of 5 <br /> <br />Council member Yarnell stated BRaD had the same concerns, such as, how can <br />the City be sure that the end-user is benefiting from the incentive. She also said <br />that BRaD did not however want to necessarily close the door to developers. <br />Becky shared the developer's viewpoint that they are taking the risk and thus <br />should receive the assistance. Becky also pointed out that developers can keep <br />the building cost down which they can pass on to the tenant to make it more <br />attractive. Additionally the rebate provides an incentive to build sooner to capture <br />the market. <br /> <br />Mayor Sisk stated that it would need to be approved case-by-case and the nexus <br />would be how it will bring business to Louisville. He also stated that there would <br />be a heavy burden on the developer as to why an incentive was needed to bring <br />a tenant. He felt it would be reasonable for the City to ask more questions of a <br />developer. <br /> <br />Council member Marsella felt that it could tie the City's hands because if <br />incentive money is given to developers then there may not be incentive money <br />left to give to business wanting to come into Louisville. She asked Becky what <br />other City's are doing in this area. Becky said that it depends on the City's needs, <br />for example if there is a low vacancy rate then a City may be more inclined to <br />give incentives to developers so space is made available to bring in more <br />business. <br /> <br />Becky stated that another option would be to do 50/50/50 - 50% use tax and <br />50% permit incentives when the building is 50% occupied. Becky also pointed <br />out that the same amount of work and staff time is needed whether it is a $300 <br />incentive or a $30,000 incentive. <br /> <br />The Mayor said that Becky could share the discussion with any interested <br />parties. <br /> <br />5. City Manager Items - Advance AgendalMeeting Calendar <br />. Ms. Balser informed the Council members and Mayor that Louisville was not <br />awarded the USDOT. Council member Brown said that the City made a lot of <br />friends through the process and expressed appreciation for the hard work of <br />the Mayor and Heather. Ms. Balser indicated that she believed that <br />everything was done that could have been done and that the City is now <br />posed for any other funding that may come along. <br />. Ms. Balser mentioned that the NW Rail Project will be accepting <br />recommendations for the technology part of the project. She said that <br />information regarding the technology will be brought to Council for review and <br />direction at a future City Council Meeting. <br />. Ms. Balser went over the Advanced Agenda and pointed out the move of the <br />November 6th meeting to November 7th. <br />. Council member Muckle asked about the status of the noise ordinance. Ms. <br />Balser said that it was being reviewed by departments <br />. Council member Calbots asked about the status of the trail ordinance and <br />Ms. Balser said that it would be on one of the fall agendas. <br /> <br />5. Adjourn - The meeting adjourned at 8:45 PM. <br />
