City Council Study Session Summary July 10, 2007 Page 4 of 5 Council member Yarnell stated BRaD had the same concerns, such as, how can the City be sure that the end-user is benefiting from the incentive. She also said that BRaD did not however want to necessarily close the door to developers. Becky shared the developer's viewpoint that they are taking the risk and thus should receive the assistance. Becky also pointed out that developers can keep the building cost down which they can pass on to the tenant to make it more attractive. Additionally the rebate provides an incentive to build sooner to capture the market. Mayor Sisk stated that it would need to be approved case-by-case and the nexus would be how it will bring business to Louisville. He also stated that there would be a heavy burden on the developer as to why an incentive was needed to bring a tenant. He felt it would be reasonable for the City to ask more questions of a developer. Council member Marsella felt that it could tie the City's hands because if incentive money is given to developers then there may not be incentive money left to give to business wanting to come into Louisville. She asked Becky what other City's are doing in this area. Becky said that it depends on the City's needs, for example if there is a low vacancy rate then a City may be more inclined to give incentives to developers so space is made available to bring in more business. Becky stated that another option would be to do 50/50/50 - 50% use tax and 50% permit incentives when the building is 50% occupied. Becky also pointed out that the same amount of work and staff time is needed whether it is a $300 incentive or a $30,000 incentive. The Mayor said that Becky could share the discussion with any interested parties. 5. City Manager Items - Advance AgendalMeeting Calendar . Ms. Balser informed the Council members and Mayor that Louisville was not awarded the USDOT. Council member Brown said that the City made a lot of friends through the process and expressed appreciation for the hard work of the Mayor and Heather. Ms. Balser indicated that she believed that everything was done that could have been done and that the City is now posed for any other funding that may come along. . Ms. Balser mentioned that the NW Rail Project will be accepting recommendations for the technology part of the project. She said that information regarding the technology will be brought to Council for review and direction at a future City Council Meeting. . Ms. Balser went over the Advanced Agenda and pointed out the move of the November 6th meeting to November 7th. . Council member Muckle asked about the status of the noise ordinance. Ms. Balser said that it was being reviewed by departments . Council member Calbots asked about the status of the trail ordinance and Ms. Balser said that it would be on one of the fall agendas. 5.
