<br />City Council <br />Study Session Summary <br />July 10, 2007 <br />Page 3 of 5 <br /> <br />The Mayor introduced Clark Misner, Boulder County Transportation Director and <br />commended him for his years of service to Boulder County and to Louisville. <br />Clark passed out a resolution for a ballot issue title for the November 6th <br />elections; a resolution for the extension of the .10% county-wide transportation <br />sales and use tax for the next fifteen years (2024); and Boulder County CIP <br />proposed project list. <br /> <br />Clark discussed that the proposed transportation tax is an extension of the <br />current tax and is not a new tax. He explained that the extension was needed to <br />continue with current and future trail projects. <br /> <br />Clark pointed out the 4 projects on the list that pertained to Louisville. <br />. Roadway Projects <br />o Number 1 on the list - Highway 42 - Empire Road to Baseline Road <br />o Number 9 on the list - Dillon Road Widening - 96th to 104th <br />. Transit Projects <br />o US 36 - 96L Transit Route (Erie, Lafayette, Louisville, Superior) <br />. Pedestrian Projects <br />o Highway 42 Pedestrian Underpass - South of Paschal <br />. Trail Projects <br />o US 36 Bikeway <br /> <br />The Mayor pointed out that the previous sales tax proposal failed and asked <br />Clark what was different about this time. Clark said that the last proposal was for <br />a new sales tax where this one was for an extension of the one already in place. <br />Clark also commented that there was confusion about what the last proposal was <br />going to cover and how it was going to be used. <br /> <br />Council member Muckle inquired if the list represented what the County was <br />going to do or if it was a list of possible projects. Clark responded that it could be <br />considered a commitment list. <br /> <br />Mayor Sisk stated that the Highway 42 improvements were key to Louisville. <br />Clark agreed and stated that is why the County had expanded on the original <br />plans for Highway 42. <br /> <br />The Mayor and Interim City Manager Balser thanked Clark for all of his <br />assistance to Louisville in the past. <br /> <br />4. Discussion - Policy for Business Incentive Programs <br />Becky Hogan from EDge Consulting requested clarification about the Business <br />Incentive Program as it relates for developers with multi-tenants. <br /> <br />Council member Muckle indicated that he would rate a request from a developer <br />as a lower priority than a request from a retailer. He went on to say that with a <br />developer the money generated would be speculative vs. with a retailer the <br />money generated would be known. <br />
