Public comments: Janet Senatore of Cleveland Court: resident on <br />the south end of Fisher Farms brought up concerns about proximity <br />to property. Asked if tree planting may be considered to provide <br />more of a buffer. Also mentioned that the current proximity of the <br />social trail is sUlch that dogs in backyards along the trail are alerted <br />by passing traffic. John Senatore: 15 year resident of Cleveland <br />Court. Echoed proximity and privacy concerns. White Henson 920 <br />Cleveland Ct. 'Wanted to know who is responsible for maintaining <br />property (the city) - limbs are down and not being cleared after the <br />last wind storm. Asked if Fisher Farms will this be park-like in <br />terms of grass, mowing, etc. Kathy responded that this will be <br />discussed in council and may possibly be a long term goal for the <br />property. Paul Ellner who lives adjacent to the proposed trail North <br />of Via Appia is not concerned about proximity to his property. <br />Favors concrete surface. Asked about further connectivity to south <br />trails. Pointed out current social trail and proposed trail are not in <br />alignment at they intersect Via Appia to the North. <br />c. North End Update (Hecla Lake) presented by Scott Robson: <br />Grading is near completion. Ember has been working with ditch <br />company to ge!t the lake full and to monitor lake level. North side <br />alignment has been staked where future trail alignment is proposed <br />to route equipment. Culverts are in place. Next month Scott would <br />like to begin discussing Hecla Lake management plan. All trails will <br />be constructed by the developer, including trails west to 95th street. <br />Trail development will begin as early as this fall. Trails in the <br />development are already planned out. OSAB involvement will be <br />with the actual lake trail. Inlet modification is planned. HOA will <br />pay for the two pocket parks in terms of maintenance and irrigation <br />even though the city will own the properties. <br />d. Public Comments: Art Pherps: commented on the location of the <br />berm on the south end. This has been discussed with developer <br />and the comments will be taken back to the landscape architect. <br />Art also reiterated the idea of limiting fishing on the south end of the <br />lake to maintain bird habitat. Asked if there would be any influence <br />with the builder to help smooth the current social trail that is <br />developing around Hecla Lake. <br />VII. Board Updates: No Updates <br />VIII. Finalize Definitions for the Open Space Ranking System <br />It was agreed upon that the rating scale would consist of a 0-2 rating, zero <br />meaning the feature I quality is not present, and 2 meaning the feature I <br />quality is fully represented. 1 will indicate a partial representation of the <br />feature I quality. <br />a. Vegetation - The abundance I diversity of native plant species <br />b. Wetlands - Areas that are inundated or saturated by surface or <br />ground water at a frequency and duration sufficient to support a <br />prevalence of vegetation. <br />
