Louisville City Council Meeting <br />April 4, 2000 <br />Page 7. <br /> <br />RESOLUTION NO. 21, SERIES 2000 -557 SOUTH BOULDER ROAD, VILLAGE <br />SQUARE SHOPPING CENTER, SPECIAL REVIEW USE FOR BOULDER <br />COUNTY'S COMMUNITY MUSIC SCHOOL <br /> <br />Davidson called for Staff presentation. <br /> <br />Paul Wood, Planning Director stated that Resolution No. 21 is a Special Review Use for <br />the Boulder County Community Music School, located in the Village Square Shopping <br />Center, 557 South Boulder Road. He stated that the applicants propose to lease 690 SF <br />of office space to offer group and individual music classes for both children and adults. <br />Wood noted that the Use Group 4/9 of the City' s zoning code includes "public and private <br />schools" and requires a Special Review Use. <br /> <br />The City' s zoning codes provide five review criteria be considered when evaluating the <br />appropriateness of a particular use in a proposed location. Wood stated that in <br />preliminary discussion with Staff, noise, parking and public safety issues were identified <br />as potential concerns to be addressed through the Special Review Use Process. <br /> <br />With respect to parking, Wood stated that informal surveys of the property have <br />determined no parking deficiencies. With regard to noise, Wood stated that the owner is <br />making some sound proofing enhancements in the walls to help address this issue. <br /> <br />Wood stated that the Planning Commission reviewed the application against the required <br />Special Review use Criteria found in Section 17.04.100 of the Louisville Municipal <br />Code, and found that the proposed Special Review Use, with conditions, was in <br />compliance with the criteria and recommended approval, with conditions. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Susan Schnitzer, Boulder County's Community Music School, 2690 28th Street, Suite I, <br />Boulder, stated that discussions were initiated in November of 1999 with the Louisville <br />Planning Department. She stated that their concerns are the same as the City' s. The <br />major issues are safety and getting along with the neighboring business tenants. <br /> <br />Mayer asked Planning Director Wood about the maximum occupancy of the space. <br />Wood stated that it has a maximum occupancy capacity of 24 and Schnitzer stated that <br />the maximum occupancy of 24 was confirmed through the Building Department. <br /> <br />Mayer asked Schnitzer if she would have any objection to noting the maximum <br />occupancy capacity of 24 on the PUD. Schnitzer stated that she had no objection to <br />noting 24 as the maximum occupancy capacity on the PUD. <br /> <br /> <br />
