Posted in City Hall, Public Library, Recreation <br />Center and the Police and Courts Building and mailed to surrounding property owners on July <br />20, 2007. <br /> <br />Staff Report of Facts and Issues: <br />McCartney summarized the staff report with the following points: <br />. A request for a final subdivision plat and PUD development for Lots 2 and 3, Block 4, <br />the Business Center at CTC, Replat D. <br />. The subject property is located on the northwest corner of Dogwood Street and South <br />I04th Street in the Colorado Tech Center. <br />. The PUD plan proposes the construction of two (2) single story 31,738 SF flex office <br />buildings on both lots. <br />. The applicant is requesting a lot line adjustment to move the common boundary between <br />the two lots approximately 8' north of its existing location. Without the lot line <br />adjustment, the building to the south would only have a 2' side yard setback to the north, <br />where a minimum of 10' would be required without building the structure of fire rated <br />materials. <br />. The project is proposed to be phased because of the availability of offsite sanitation <br />facilities which is being constructed by the City. The building can be built but no CO can <br />be given until the lift-station is completed. <br />. The site had three (3) access points: two on South I04th and one on Dogwood Street. <br />. The parking ratio exceeds the require 2 spaces per 1,000 SF. Lot 2's parking ratio is <br />2.89/1,000 and Lot 3's parking ratio is 2.77/1,000. Parking is also planned for 18 <br />bicycles. <br />. Landscape coverage meets the required 25%. <br />. The building massing is reduced in scale through variations in color, step backs in the <br />building footprint and variation in roof forms. <br /> <br />Staff is recommending approval of a final subdivision plat and final PUD development plan for <br />Lots 2 and 3, Block 4, the Business Center at CTC, Replat D, without conditions. <br /> <br />Commission Questions of Staff: <br />Hartman asked if the Land Management Office had a plan for the prairie dog removal. <br /> <br />McCartney stated he was aware of such a plan but does not know the details. <br /> <br />Applicant Presentation: <br />Steve Meyers, 2051 Dogwood St. thanked staff for an excellent summary and stated he would <br />address questions from the Commission. <br /> <br />Commission Questions of Applicant: <br />Deborski asked if there was plans to include any retail food service. <br /> <br />Meyers stated he agreed that the CTC needs retail food service such as a coffee shop, bakery, etc <br />but that was not included as part of his request. <br /> <br />Dalton asked staff if there had been interest expressed by an applicant for a strip mall that would <br />support retail services. <br />
