He stated his understanding <br /> was windows and lighting would be affected, the façade would have to stay historic in <br /> nature. He noted the tenant doesn't have the ability to do the landmarking. <br /> Mr. Howland wanted to move forward with the revisions to the BAP and give himself the <br /> opportunity for some decision making as he gets into the details. <br /> MOTION: Councilor Dalton moved to approve Resolution No. 78, Series 2011 and BAP <br /> with the amendments concerning historic preservation only to the facade of the building <br /> and extending the date to open to August 2012. Seconded by Councilor Yarnell. Roll <br /> call vote was taken. The motion carried by a vote of 6-0. <br /> RESOLUTION No. 79, SERIES, 2011 — A RESOLUTION RECOMMENDING <br /> APPROVAL OF A PRELIMINARY SUBDIVISION PLAT AND PRELIMINARY <br /> PLANNED UNIT DEVELOPMENT (PUD) PLAN FOR 96TH STREET AND DILLON, A <br /> COMMERCIAL SUBDIVISION OF THE ST. LOUIS PARISH AND COMMERCIAL <br /> PARK <br /> Mayor Muckle requested a Staff presentation. <br /> • Planning Director Russ provided background for this project. The location is in the <br /> northeast corner of the intersection of Dillon Road and 96th Street. Ordinance No. 1455, <br /> Series 2004, approved a General Development Plan (GDP) for the St. Louis Parish and <br /> Commercial Park allowing approximately three hundred thousand square feet of <br /> development along with a church and school. The GDP designed this as support <br /> services for the Colorado Technological Center and to be a transition between the <br /> commercial development to the east and the open space to the west. This involves <br /> designing the area to support this transition. The applicants are requesting City Council <br /> approval of a Preliminary Plat for the St. Louis Parish and Commercial Park along with a <br /> Preliminary Planned Unit Development (PUD) Plan for a 25-court, multi-surface, year- <br /> round, world class Tennis Center on Tract 1. The remaining Games parcel (Tract 2) and <br /> St Louis Parish property (Parcels 1, 2, 3, and 4) are not included in the submitted PUD <br /> for development review at this time. <br /> Director Russ explained the Tennis Center is an allowed use in the GDP; however, the <br /> Commercial Development Design Standards and Guidelines (CDDSG) were not <br /> intended to accommodate the unique design requirements of an indoor/outdoor tennis <br /> facility. Therefore, the application requires a number of variances. The current proposal <br /> is for the development of a 25-court, multi-surface, year-round, world class Tennis <br /> Center on Tract 1. The plan includes a permanent clubhouse and indoor facility for six <br /> (6) Association of Tennis Professional (ATP) certified tennis courts. The remaining <br /> • portion of the site accommodates ten (10) full sized outdoor tennis courts, one (1) <br /> exhibition court, eight (8) quick start tennis courts for children, the existing house (near- <br />
