Louisville City Council Meeting <br />May 2, 2000 <br />Page 11 <br /> <br />RESOLUTION NO. 28, SERIES 2000 - A RESOLUTION APPROVING AN <br />AMENDED FINAL PUD DEVELOPMENT PLAN FOR A NEW EXTERIOR <br />ACCESS RAMP STRUCTURE AND ASSOCIATED PARKING LOT & <br />LANDSCAPING CONFIGURATION, THE BLUE PARROT, LOTS 9, 10, 11 & 12, <br />BLOCK 4, TOWN OF LOUISVILLE <br /> <br />Davidson called for Staff presentation. <br /> <br />Paul Wood, Planning Director, stated that the Blue Parrot Restaurant received Final PUD <br />approval to finish the basement as a banquet and special events facility in 1988. This <br />approval occurred before the American with Disabilities Act was enacted in 1990. The <br />accessibility requirement necessitates an Amended Final PUD. The proposed ramp <br />structure provides ADA access to the basement by cutting into the existing parking lot at <br />the northeast comer of the building. A roof of translucent plastic material would shelter <br />the ramp structure. The walls will consist of open PVC latticework on the east and north <br />sides and a solid lattice on the south side. A 42-inch wall around the ramping will have <br />stucco veneer to match the existing building. A wood parapet with a cornice will top the <br />roof of the ramp. Wood stated that the ramp structure has caused the private parking <br />spaces adjacent to the sidewalk on Pine Street to narrow to 8' in width and that five <br />compact spaces are proposed by the applicant. <br /> <br />Davidson called for applicant presentation. <br /> <br />Bruce Joss, 824 Pine Street, stated that he is the Attorney for the applicant, Joan Riggins, <br />who is the manager/owner of the Blue Parrot Restaurant. Mr. Joss stated that he and Ms. <br />Riggins would present the PUD Plan Amendment for the access ramp. He noted that the <br />ramp is ADA compliant. Additionally, Joss stated that the Fire and Building Code <br />requires a secondary emergency access for the building. He stated that installation of an <br />elevator would not qualify or meet that need for a secondary emergency access, however, <br />the ramp does meet the need, as well as comply with the ADA requirements. Joss stated <br />that samples of the ramp, roof and wall materials are available for Council' s review. <br />With respect to the parking issues, Joss noted that the parking is in excess of the <br />2.5:1,000 requirements for downtown. <br /> <br />Joss stated that the addition to the Blue Parrot Restaurant provides for a banquet facility <br />that will seat up to 150 people. It will include a stage and a dance floor, full food and <br />beverage service and restroom facilities. Joss stated that this addition would be a plus for <br />the downtown area. <br /> <br />Mayer asked why the applicant has requested compact parking spaces. <br /> <br />11 <br /> <br /> <br />
