<br />Louisville City Council Meeting <br />January 18, 2005 <br />Page 5 of 11 <br /> <br />Council member Brown asked if the applicant would have incurred an application fee to <br />proceed with the subdivision of his property. Planning Director Wood responded yes. <br /> <br />City Attorney Light explained the City would like the most current plat to reflect the <br />encumbrances, and the City's vacation of the 3,318 SF parcel releases the encumbrances. <br /> <br />Council member Brown asked if the City and the applicant both benefits from this <br />vacation. City Attorney Light confirmed this vacation will benefit both the City and the <br />applicant. <br /> <br />Council member Keany asked for the cost of the application fee for the replat. <br /> <br />Council member Brown expressed his desire that the Waldman's receive some relief. <br /> <br />Mayor Sisk stated both parties derive benefit from vacating the right-of-way. He viewed <br />this as a co-application and suggested splitting the applicable fee. <br /> <br />City Attorney Sam Light noted the Waldman E-mail was received on Monday, January <br />17, and was not a part of the Council packet. <br /> <br />In response to Council member Keany's question, Planning Director Wood reported the <br />total fees that were paid by the applicant were $3,010.00. The subdivision portion was <br />$1,300.00. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public hearing. <br />There was Council consensus that a portion of the application fee should be refunded. <br /> <br />MOTION: Council member Van Pelt moved that Ordinance No. 1461, Series 2005 be <br />approved, seconded by Council member Keany. Roll call vote was taken. The motion <br />carried by a vote of7-0. <br /> <br />PUBLIC HEARING - VIA APPIA TRAFFIC STUDY ALTERNATIVES <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Tom Phare explained that David Woolfall, Consultant from <br />Carter-Burgess, presented a Signal Warrant Analysis for six intersections to Council. <br />Staff was directed to present Council with a summary ofthe signal warrant analysis with <br />supplemental information. The supplemental information was to include a review of the <br />feasibility of installing roundabouts in lieu of installing traffic signals on Via Appia and <br />the appropriateness and effectiveness of traffic calming techniques on Via Appia. It was <br />also requested that Staff and the Consultant look at options for diverting traffic at Pine <br />Street and Tyler Avenue to Via Appia and Tyler Avenue, should it be decided that a <br />signal would be installed at Tyler Avenue and Via Appia. <br /> <br />5 <br />
