<br />Louisville City Council Meeting <br />February 15, 2005 <br />Page 3 of 14 <br /> <br />RESOLUTION NO.5, SERIES 2005 - A RESOLUTION APPROVING A FINAL <br />PLANNED UNIT DEVELOPMENT (PUD) TO BUILD A NEW 32,229 SF <br />LIBRARY ON TWO LEVELS WITH A BELOW GRADE PARKING <br />STRUCTURE AT 801 FRONT STREET, LOTS 2-6, BLOCK 2, LOUISVILLE <br />OLD TOWN - PUBLIC HEARING - (advertised Daily Camera 1/26/05) - <br />continued from 2/1/05) <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Planning Director Paul Wood explained the City of Louisville, in conjunction with <br />Humphries Poli Architects, is requesting authorization of a Final Planned Unit <br />Development (PUD) Plan and a Special Review Use (SRU) for a 31,900 SF, two-story, <br />public library, with surface parking and a one-level below grade parking structure. The <br />site for the project is proposed for the northwest corner of Front and Spruce Streets, <br />which is currently a municipal public parking lot accommodating 68 vehicles. The <br />property is zoned CC-Commercial Community and is 29,810 SF in area. <br /> <br />The property is subject to the following requirements: The Design Handbook for <br />Downtown Louisville; Downtown Height Ordinance (29-foot maximum); Downtown <br />FAR Ordinance (places an overall floor area maximum of 354,000 SF in the westerly <br />portion of downtown) and Downtown Parking Ordinances (requires 1 space per 400 SF <br />of floor area, with some exempted areas). The building is a two-story, structure <br />built upon an 86 space, below-grade parking garage. A 23-space surface parking lot is <br />located at the north end of the building. <br /> <br />The main building entry is oriented toward the corner of Spruce and Front Streets, with a <br />large plaza area in front of the main entry. With respect to the traffic circulation, egress- <br />ingress to the below grade parking structure is located at the northwest corner of the <br />building. The alley on the west side of the site is proposed for one-way movements <br />southbound. The one-level, below grade parking structures includes two exit stairwells <br />and one exit elevator. The parking is intended to serve the general downtown needs in <br />addition to the library demand. The site plan provides for 110 parking spaces, which is <br />42 additional parking spaces beyond the existing surface parking lot. The parking deficit <br />is 13 spaces and the City intends to deposit money in the Downtown Parking <br />Improvement fund as part of the project. The parking deficit will be multiplied by the <br />$3,600 per space. The grading plan is designed to keep the building above the 100-year <br />floodplain. <br /> <br />The primary building material will be a brick veneer, utilizing a primary red brick with <br />darker brick accents. Three complimentary colors of limestone will be used at the base of <br />the building and in window header and sill treatments. A smooth finished concrete and <br />CMU masonry block are also used to form the base of the building on the south and west <br />building elevations. The first floor level of the building incorporates a storefront glazing <br />system in a dark green with a low E type of insulated glass. A steel cornice runs the <br />length of the south building elevation. <br /> <br />3 <br />
