The height of <br />the parapet ranges from 33'to 36', with 35' at the main building entry. The site light is <br />provided through a series of pole-mounted lights in the parking lot as well as building <br />and architectural lighting. Lighting poles in the parking area will be 175-watt metal <br />halide fixture, a maximum height of 20', and will be a dark bronze in color. The <br />Planning Commission has held a total of three public hearings on the project and on <br />January 27,2005, approved a Final PUD Development Plan and a Special Review Use <br />for the Library by a vote of 5-2, with five conditions. <br /> <br />Deputy City Manager Julie Boyd introduced Joe Poli, from Humphries Poli Architects, <br />who would make a PowerPoint presentation of the proposed Library project, after which <br />she would address the short-term parking plan. <br /> <br />Joe Poli, Humphries Poli Architects, 1215 Elati Street, Denver, CO explained the <br />building reflects traditional building patterns and use patterns of the downtown area. His <br />presentation reviewed the conceptual design of all angles of the building's exterior <br />through a virtual reality tour. <br /> <br />Deputy City Manager Julie Boyd reported on the proposed short-term diagonal parking <br />plan and on the construction schedule. The site work will begin in mid-March, the <br />shoring in April; the overall excavation toward the end of May, which would take two-to- <br />three months. Staff has met with the DBA Board and reviewed the plans. She recognized <br />the Steering Committee for their work in the planning project. <br /> <br />Library Director Anne Mojo reviewed the new Library's first and second floor interiors. <br />The first floor is dedicated to book checkout and children's services. The second floor is <br />dedicated to teen and adult library services. <br /> <br />Joe Poli presented the color and material boards which represents the colors and types of <br />brick, metal, concrete masonry and glass materials. <br /> <br />Mayor Sisk opened the public hearing and requested public comment. <br /> <br />Arlin Lehman, 680 Johnson Street, Louisville, CO, President of the Downtown Business <br />Association voiced his organization's excitement over the Library project. He noted their <br />concern with the alley entry, the height variance and the parking issue. The DBA <br />requests the City strongly enforce the parking, and if necessary, increase the fines. <br /> <br />Erik Hartronft, 801 Main Street, Louisville, CO expressed the DBA's excitement with the <br />new Library site. He voiced his disappointment that the City of Louisville has not <br />provided more downtown parking. <br /> <br />Council member VanPelt asked if there are future opportunities for more parking. Poli <br />stated the building fits the site, without any provisions for expanding the parking. City <br />Manager Simmons reported on discussions of parking expansion with the contractor. <br /> <br />4 <br />
