<br />Louisville City Council Meeting <br />February 15,2005 <br />Page 8 of 14 <br />COUNCIL COMMENT <br /> <br />Council member Dan Brown asked Commissioner Hartronft to elaborate on the incentive <br />program and what he expects from the City Council. Commissioner Hartronft explained <br />the City of Boulder purchases historic properties and renovates them. He suggested the <br />City establish a grant program, or waive permit fees. <br /> <br />Council member Brown asked Chairperson Mike Koertje if the ordinance is flexible <br />enough to offer more than one funding opportunity. Chairperson Koretje voiced his belief <br />the ordinance contains the appropriate language to be flexible. <br /> <br />Mayor Sisk commended the Historic Preservation Commission for their dedication in the <br />long difficult planning process. <br /> <br />MOTION: Mayor Sisk moved that Council approve of Ordinance No. 1463, Series 2005 <br />on first reading, order the ordinance published and set a public hearing for March 1, <br />2005, seconded by Council member Keany. Roll call vote was taken. The motion <br />carried by a vote of7-0. <br /> <br />MUL TIPURPOSE FIELD FEASIBILITY STUDY <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Land Management Director Cindy Lair reported the Land Management Department <br />researched the most suitable location for constructing a multi-purpose athletic field in <br />Louisville. After requesting bids from five different consulting firms, the contract was <br />awarded to Design Concepts and the work was completed following a detailed <br />exploration into the current and future needs for Louisville sponsored athletic programs. <br />Recreation and Senior Services Director Keith Williams and his Staff assisted the <br />consultants with the current and projected statistics for athletic programs. The study <br />included meetings where coaches from various teams were asked to provide input as to <br />the greatest needs for athletic fields in the City. She introduced Design Concepts <br />consultants Rob Layton and Rachel Breen, and Greenplay consultant John Barnholt who <br />would present their findings to Council. <br /> <br />Rob Layton, Design Concept, 211 N. Public Road, Suite 200, Lafayette, CO reviewed the <br />planning process where programming needs were identified. The City presented two <br />sites for consideration; the drainage area south of the City Recreation and Senior Center <br />and the Monarch School Campus. The properties were evaluated for basic suitability. <br /> <br />John Barnholt, Greenplay, 3050 Industrial Lane, Suite 200, Broomfield, CO explained <br />one field is owned by the City and the other by the Boulder Valley School District. He <br />reviewed each field as to its suitability, and noted the City has a sufficient number of <br />fields for baseball, but fewer multi-purpose fields for soccer, football and lacrosse. <br />The multi-purpose fields at Monarch School Campus are owned and operated by the <br />Boulder Valley School District and are exclusively for school sports programs. <br /> <br />8 <br />
