Louisville City Council Meeting
February 15,2005

Rob Layton, Design Concept, reviewed the two sites, and noted the Louisville Recreation
property has some challenges, such as drainage and lack of parking. The one
disadvantage of the Monarch site is the property belongs to the Boulder Valley School
District. The advantages, are they would accommodate three multi-purpose fields and
have connectivity to the trail system.

Land Management Director Cindy Lair reported on receiving telephone calls from
homeowners who have concerns and oppose the drainage site. She noted the input from
the coaches and the City's Recreation Staff is that a larger site is required.

COUNCIL COMMENT

Council member Van Pelt addressed the cost of the Monarch School Campus site and
voiced her concern over the City investing a large amount of money on property owned
by the school district.

Council member Brown agreed and stated City owned land should be considered.

Council member Keany noted the study included joint usage by the City of Lafayette and
the Town of Superior. He suggested the property located south of Kings Soopers could
possibly be used for multi-purpose field.

Mayor Sisk voiced his concern that neither site includes lighted fields. He stressed there
would be resident concerns with lighted fields south of the Recreation Center. His
concern also centered on a large capital expenditure for a part-time facility.

Land Management Director Lair stated the new Citywide Comprehensive Plan would
provide future locations for multi-purpose fields.

Council member Brown stated his understanding that the need is for practice fields.
Barholt stated the drainage area at the Recreation Center is basically maxed out. He noted
the intent was not to build a tournament quality field, but rather a field large enough to
accommodate more than one sports activity at a time.

Mayor Sisk suggested Council direct Staff to engage in discussions with School District,
and ascertain other sites for multi-purpose fields. There was Council consensus.

DISCUSSION/DIRECTION - FIRST AMENDMENT TO THE BIELLA
MENKICK PROPERTY INTERGOVERNMENTAL AGREEMENT WITH THE
TOWN OF SUPERIOR

Mayor Sisk requested a Staff presentation.

9
