<br />City Council <br />Meeting Minutes <br />May 3, 2005 <br />Page 3 of 16 <br /> <br />Senior Board Chairperson Bill McDermott recognized the members of the Senior <br />Board members who were present; Walt Oehlkers and Sheila Newton. He <br />thanked Council for supporting senior programs; and Recreation and Senior <br />Services Director Keith Williams; Senior Service Supervisor Claudine Low and <br />City Council Liaison Arnie Levihn for their assistance. He presented a report of <br />the Louisville Senior Advisory Board Highlights of 2004. <br /> <br />Mayor Sisk thanked the Louisville Senior Advisory Board and Senior Foundation <br />members for their service and their many contributions to the community. <br /> <br />ORDINANCE No. 1469, SERIES 2005 - AN EMERGENCY ORDINANCE OF <br />THE CITY OF LOUISVILLE, ESTABLISHING A TEMPORARY MORATORIUM <br />ON THE PROCESSING OF APPLICATIONS FOR APPROVAL OF <br />REZONINGS, SPECIAL REVIEW USES, AND PCZD GENERAL <br />DEVELOPMENT PLAN AMENDMENTS FOR NEW RESIDENTIAL <br />DEVELOPMENT LOCATED WITH THE CITY AND CREATING CERTAIN <br />EXEMPTIONS FROM THE MORATORIUM _1st reading - public hearing <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1464, Series 2005. He explained <br />the ordinance was drafted as an emergency ordinance. If Council so desired, it <br />may conduct a public hearing and adopt the ordinance on first and final reading. <br />The other option would be to pass the ordinance on first reading and have a <br />second reading on May 17, 2005. It could still be considered as an emergency <br />ordinance on May 17, 2005. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Van Pelt indicated her preference for Council to pass the <br />ordinance on first reading, and set a public hearing for May 17, 2005. She asked <br />if the su nset provision of the ord inance shou Id be discussed now or on May 17, <br />2005. City Attorney Light explained a date would not have to be selected until the <br />ordinance is adopted. However, it may be helpful to have some discussion if the <br />ordinance is published and not adopted this evening. <br /> <br />Council member Keany suggested the ordinance sunset on the second Council <br />meeting in July. Planning Director Paul Woods projected the Planning <br />Commission would have completed their review of the Comp Plan by the end of <br />May, and make recommendation to the City Council by the beginning of June. <br /> <br />Council member Van Pelt stated she originally thought the ordinance should <br />sunset on July 31,2005, but now felt that timeframe may not be adequate. <br />
