He stated his understanding the City's request <br />for a 1 O-year franchise agreement was based on service management and <br />renewable resources. He explained PSCO has investigated many of the service <br />claims, and stated those issues are not matters for a franchise agreement. <br />Mayor Sisk requested public comment. <br /> <br />Mona Newton, 708 Grant Avenue, Louisville, CO encouraged Council to extend <br />the franchise agreement for one year, to permit further negotiations and to <br />evaluate other communities franchise agreements. <br /> <br />Doug Grinbergs, 530 W. Sycamore Circle, Louisville, CO voiced his concern over <br />the PSCO letter. He supported extending the franchise agreement to permit <br />further negotiations. <br /> <br />Scott Griebling, 805 29th Street, #352, Boulder, CO urged Council to extend the <br />PSCO Franchise Agreement for another year. He addressed BREEE, and their <br />goal to bring efficient renewable energy to Boulder County. <br /> <br />Ashley Nadon, 1534 Grove Street, Boulder, CO stated the County entities must <br />work together to have sustainable, renewable energy. She requested the Council <br />extend the franchise agreement for one year. <br /> <br />Owen Hammond, 3517 Spring Creek Place, Boulder, CO stressed the <br />importance of renewable energy, and voice his support of a one-year extension. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown asked a PSCO representative to explain who was <br />involved in the decision making process. Mr. Spiller responded the president of <br />the company was involved in the decision. <br /> <br />Council member Brown asked if any negotiations were available to the City. <br />Mr. Spiller stated the major portion of the discussion centered on service <br />management and renewable energy. He stated PSCO will investigate the <br />service management and the Public Utilities Commission will oversee the <br />renewable energy. He noted those issues are not matters for a franchise <br />agreement. <br /> <br />Council member Brown stated the citizens of Louisville voted for Amendment 37, <br />and he suggested PSCO educate the public on the implementation of <br />Amendment 37. Mr. Spiller stated PSCO has been a participant in the <br />Amendment 37 issues. <br />
