Bollinger, 143 Salina Street, Lafayette, CO commended the Council <br />for taking a strong stand in the franchise agreement negotiations. He explained <br />PSCO has decided to construct the Pueblo coal plant over renewable wind <br />energy. He supported the Council in their negotiations with PSCO. <br /> <br />Rick Gilliam, 590 Redstone Drive, Broomfield, CO, urged Council to negotiate for <br />a two-year extension. <br /> <br />Doug Grinbergs, 508 W. Sycamore Circle, Louisville, CO addressed PSCO <br />methods of dealing with customer service calls, and offered suggestions to <br />improve their services. <br /> <br />George Emmett, 143 Jackson Drive, Louisville, CO asked for clarification on how <br />Louisville would benefit from the City of Denver's franchise agreement. Mr. <br />Spiller stated that once Denver's agreement has been finalized, Louisville could <br />take provisions from that agreement and negotiate their own agreement. <br /> <br />Scott Griebling, 805 29th Street, #352, Boulder, CO encouraged Council to <br />consider renewable energy in their negotiations. He stated there are several <br />communities who have committed to renewable energy. <br /> <br />COUNCIL DISCUSSION <br /> <br />Council member Brown stated the City's negotiations to date have not met with <br />much success. He stressed the City has an opportunity to explore new options. <br /> <br />Council member Marsella supported a two-year extension. <br /> <br />Council member Keany supported the one-year extension. <br /> <br />Mayor Sisk supported a two-year extension inclusive with a 20-year franchise <br />agreement. <br /> <br />City Attorney Light explained to move forward with an extension would require a <br />different type of ordinance, which must be advertised. He stated the Council has <br />the option to continue Ordinance 1464 to second reading, and have, as an <br />alternative, an extension ordinance available. <br /> <br />MOTION: Council member Brown moved that Council direct Staff to negotiate <br />with PSCO for a two year extension to the franchise agreement that would be <br />applied to the duration of the 20-year franchise agreement, seconded by Council <br />member Levihn. Roll call vote was taken. The motion carried by a vote of 7-0. <br />
