<br />City Council/Planning Commission <br />Special Meeting Minutes <br />June 20, 2005 <br />Page 6 of 9 <br /> <br />Mayor Sisk stated there is an opportunity to develop a work/live in community. <br />The Planning Commission has recommended residential development in the <br />North area of Louisville. <br /> <br />Council member Van Pelt voiced her confusion with the destination venue and <br />residential development in the north area of Louisville. She asked how the <br />mixed-use component would be implemented. <br /> <br />Chairperson Lipton stated the mixed use component could be implemented by <br />Special Review Use or approval of a general development plan and rezoning. <br />He stated it would be on a case-by-case basis. <br /> <br />Planning Director Wood explained that Chapter One outlines the implementation <br />of the Comprehensive Plan, and has a perception of accuracy. He noted the <br />citizens of Louisville wanted some certainty on the land uses, therefore specific <br />numbers were discussed, but specific numbers would not be included in the plan. <br />One of the driving principles of the document was to establish a balance of land <br />uses that are fiscally responsible to the City of Louisville. He emphasized the <br />Comprehensive Plan is strictly an advisory document. <br /> <br />Mayor Sisk opened the public hearing. <br /> <br />Mayor Sisk addressed Area - 7, the Intersection of McCaslin Blvd. and South <br />Boulder Road. He stated his understanding that the area west of McCaslin was <br />to remain open space, with low density development to the east. He noted one <br />of the properties is encumbered and questioned whether the City would be at risk <br />to bailout a developer. <br /> <br />Chairperson Lipton stated the area to the west would have 2 building sites, and <br />the east side would have 14-15. The homes would be of medium density. <br /> <br />Council member Van Pelt recused herself from all discussions relative to Area 7. <br /> <br />With respect to Area - 7, Commissioner Deborski commented that with any <br />developments there are risks. He did not favor bailing out any developments or <br />developers. <br /> <br />Council member Brown stated there is an opportunity for residential development <br />at the intersection of South Boulder Road and McCaslin Boulevard for medium <br />density homes and stressed the need for senior housing. Planning Director Wood <br />explained the area is proposed for Urban Estate, which has land use flexibility. <br /> <br />Commissioner Deborski stated there was discussion relative to patio homes at <br />that intersection, but there are some egress issues for a medium density <br />development, and therefore, the Urban Estate zoning was discussed. <br />
