<br />City Council/Planning Commission <br />Special Meeting Minutes <br />June 20, 2005 <br />Page 7 of 9 <br /> <br />Council member Marsella did not favor larger homes on that site and stated it <br />would not fit with the surrounding neighborhoods. <br /> <br />Mayor Sisk noted there would be specific height limitations on any development <br />on the west side of the intersection. <br /> <br />COUNCIL DISCUSSION <br /> <br />Council member Brown stated Area 1 is recommended for residential, and <br />stressed the importance of staging development. He addressed Area 3, <br />specifically the Church property, and noted it appeared to be a strip retail <br />development. Chairperson Lipton noted no changes were made to Area 3. <br /> <br />Planning Director Wood stated the framework plan for Area 3 was based on the <br />General Development Plan of the St. Louis Church property. <br /> <br />Council member Brown stated Area 6 will maximize retail opportunities and will <br />take a good mix of residential and retail to make it work. He stressed the <br />importance of economic vitality in the business community, fostering community <br />events, and maintaining a vibrant community. <br /> <br />Commissioner Deborski explained the Planning Commission focused on the <br />tangible rather than the intangible elements. He concurred that a range rather <br />than a specific number would be more appropriate when addressing the seven <br />areas of opportunities. He explained Transit Oriented Development was <br />discussed throughout the process. <br /> <br />Mayor Sisk agreed there are opportunities for Transit Oriented Development in <br />Area 5 and perhaps later on to Area 6. He stated there are alternatives available <br />to the City through the County and RTD. He concurred that phasing of any <br />development in the City of Louisville is essential. <br /> <br />Chairperson Lipton emphasized the Comprehensive Plan is a Framework Plan. <br /> <br />Council member Brown stressed the importance of providing housing needs for <br />the citizens of Louisville, and not for increasing the population. <br /> <br />Mayor Sisk stated there is a need for housing for its citizens. He explained <br />homes are not available for the resident's children to purchase. <br /> <br />Commissioner McAvinew disagreed and stated it was unrealistic to believe all the <br />resident's children will wish to remain in Louisville. <br /> <br />Council member Van Pelt commented on the need to diversify the housing needs <br />of Louisville and to maintain the enrollment of the Louisville schools. <br />
