City Council/Planning Commission
Special Meeting Minutes
June 20, 2005

Mayor Sisk requested public comments.

PUBLIC COMMENT

Carl Worthington, OZ Architectural, 1820 Folsom Street, Boulder, CO
congratulated the Planning Commission for their work on the Comprehensive
Plan. He stated the February Framework Plan included very strong policy
statements that were right on target. He stated the June Plan appears to
contradict the policy statements made in the February document. He addressed
the revision made to the STK property and commented that the school and
hospital will be isolated and should be integrated into the development plan.

Michael Markel, 5723 Arapahoe Avenue, Boulder, CO, stated he is a stakeholder
and owns two properties in the northern section of Louisville. He congratulated
the Planning Commission for their work on the Comprehensive Plan. He
commended the Planning Commission for recognizing the demographics of the
City of Louisville are changing.

Jon Lee, Colorado Technical Center, 2500 Arapahoe Avenue, Suite 220,
Boulder, CO, asked if the fiscal analysis of the Comprehensive Plan
contemplates a great amount of retail on Area 3 which would prohibit flex office
buildings. Chairperson Lipton stated the plan does not contemplate large
amounts of retail, but rather service support to CTC.

Doug Grinbergs, 530 W. Sycamore Circle, Louisville, CO stated there was not a
notice posted at the Library announcing tonight's public hearing. He explained
citizens are required to download all the PDF files to obtain information about the
Comprehensive Plan. He requested bookmarks, links, and an index for such an
important document. It was his opinion the Comprehensive Plan is unfinished.
He noted the Louisville Resource Conservation Advisory Board reviewed the
document and offered several recommendations and asked if they would be
incorporated into the comp plan. He requested a green points program should
be incorporated into the comprehensive plan. He requested a lighting ordinance
or some direction on lighting in the Comprehensive Plan.

Chad Kipster, 2925 10th Street, Boulder, CO stated that he is a design
professional and commented that the Urban Land Institute is a good resource for
information. He reminded Council that the Council and the Planning Commission
are on the same team. He noted the better the vision the better the decision.

Mayor Sisk thanked the Planning Commission for their perseverance in their
review of the Comprehensive Plan.

Council member Van Pelt asked Mayor Sisk what procedure would be followed
for Council to review the comprehensive plan.
