<br />City Council <br />Special Meeting Minutes <br />July 12, 2005 <br />Page 6 of 9 <br /> <br />· No upgrades to transmission mains are needed to accommodate land <br />uses identified in the Comp Plan other than Area 4. <br />· The projected raw water demand needed to serve development <br />contemplated within the Comp Plan can be met by completing projects <br />identified in the Raw Water Master Plan. <br />· 2005 Peak Day to date - 8 mgd, Historic Peak Day - 10 % mgd in 2000. <br /> <br />COUNCIL QUESTIONS <br /> <br />Mayor Sisk asked what the expansion of the Howard Berry Water Treatment <br />Plant would cost. Public Works Director Phare estimated the cost of the <br />expansion to be between $5 and $6 million dollars, and noted it is proposed in <br />the five-year capital improvement projects plan. <br /> <br />Council member Keany noted the tap fees collected by development will help pay <br />for the expansion of the Howard Berry Water Treatment Plant. <br /> <br />PUBLIC COMMENT <br /> <br />Jean Morgan, 1131 Spruce Street, Louisville, CO addressed the Highway 42 <br />Revitalization Area and the Gateway area at the intersection of McCaslin and <br />South Boulder Road. She supported Mr. Hanson's proposal, and noted that <br />property has deteriorated over the years. <br /> <br />Dave Waldman, 1871 Continental View Estates, Louisville, CO commended the <br />City for the Comprehensive Plan, and stressed the importance of transportation. <br />He addressed the Gateway community, and stated the City has an opportunity to <br />control the open space land. He supported the development of patio homes. <br /> <br />Chris Hanson, 5661 Juhls Drive, Boulder, CO stated he contacted a civil <br />engineer on the potential access at the intersection of South Boulder Road and <br />McCaslin. He would submit the report on the access and a traffic study. <br />Michael Markel, 5723 Arapahoe Avenue, Boulder, CO, owner of the Anderson <br />and the Schempp properties, requested that a small area of high density be put <br />back into the plan. He stated the Anderson and Schemp properties provide <br />opportunities for residential and commercial development, which would enhance <br />the sales tax revenue for the City. He requested that Council include the <br />redevelopment of the Anderson property in their fiscal analysis. <br /> <br />Ty Gee, 253 Hoover Court, Louisville, CO reported on a newspaper article about <br />a small city in Arizona, which is growing and the citizens fear the small town feel <br />will be lost. He voiced the same concern for Louisville. He stated the citizens <br />want Louisville to remain a small city and the Comprehensive Plan should have a <br />population cap.
