<br />City Council <br />Meeting Minutes <br />August 2, 2005 <br />Page 13 of 14 <br /> <br />Mayor Sisk requested public comment. <br /> <br />Troy Thornberry, 1148 Hillside Lane, Louisville, CO stated the focus of the <br />Comprehensive Plan should be to maintain Louisville as a small town. He noted <br />there is not much difference between 20,000 and 22,000. He stated the focus <br />should be on maintaining the character of the City. <br /> <br />Mayor Sisk continued the public hearing until August 16, 2005. <br /> <br />UPDATE - LIBRARY PROJECT <br /> <br />Deputy City Manager Boyd reported the concrete walls of the new library are <br />currently being poured. This concrete work should continue for two or three <br />weeks. <br /> <br />Mayor Sisk inquired on the additional signage for downtown parking. Deputy City <br />Manager Boyd reported meeting with the Director of Public Works. Public Works <br />Director Phare stated he has walked the area and additional signs will be placed <br />to supplement parking activities. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />City Attorney Light reported on a matter coming before the Louisville Board of <br />Appeals dealing with roofing issues. An appeal was received from State Farm on <br />the Building Department's determination on totaling a roof due to hail damage. <br />There will be a Board of Appeals hearing on the matter in September. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Simmons requested a Staff report on the Senior Citizen Property <br />Rebate Program. <br /> <br />City Clerk Varra reported the City's Senior Citizen Property Tax Rebate and <br />Water Rebate Programs began on August 1. She explained this is the first year <br />in which a cap has been put on the assessed valuation of $250,000, which would <br />yield a maximum refund of $103.13. She noted the Senior Water Rebate <br />program has always had an income cap of $12,000 per household. <br /> <br />City Manager Simmons reported on the recruiting process for a new Land <br />Management Director. In the interim, the City Manager's Department is <br />supervising the Land Management Staff. City Manager Simmons reported on <br />continued discussions on the resolution of the Skate Park issues. <br /> <br />City Manager Simmons announced upcoming meetings: <br />
