First <br />reading on the Ordinance was conducted on July 19, 2005. The Ordinance was <br />amended on second reading, based on City Council direction to have the <br />moratorium extend to September 7 rather than August 17. The Ordinance is <br />structured and noticed as an emergency ordinance, which would be effective <br />immediately upon City Council adoption. Approval of the Ordinance requires a <br />2/3 affirmative vote of Council. <br /> <br />Mayor Sisk requested public comment. There were no comments. Mayor Sisk <br />closed the public hearing. <br /> <br />MOTION: Council member Brown moved that Council approve Ordinance No. <br />1473, Series 2005. Council member Clabots seconded the motion. Roll call vote <br />was taken. The motion passed by a vote of 7-0. <br /> <br />DISCUSSION/DIRECTION OF PUBLIC SERVICE COMPANY'S REQUEST TO <br />EXPAND THE GAS COMPRESSOR STATION LOCATED ON THE <br />INTERSECTION OF 88TH STREET AND DILLON ROAD <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />City Manager Simmons explained the Boulder County Commissioners denied <br />Public Service's application for a gas compressor station on Marshall Road. He <br />asked Planning Director Wood to review Public Service's application. <br /> <br />Planning Director Wood explained Public Service is requesting approval for the <br />construction, operation and maintenance of a proposed temporary Louisville <br />Compressor Project at the existing Louisville Compressor Station. According to <br />Public Service, the gas compressor station is needed to deliver natural gas to <br />customers on the western slope, and the facility modifications will provide service <br />through the winter. The temporary compressor will be removed by April of 2006. <br /> <br />City Manager Simmons stated neighboring homeowners have voiced concerns <br />relative to noise, vibration and odor. <br /> <br />Mayor Sisk explained the County Commissioners determined they did not want <br />the compressor station on Marshall Road on open space land and denied the <br />application. He commented the City has issues with the expansion of the <br />existing station, with respect to noise and vibration. <br /> <br />City Manager Simmons stated the City has offered one of its meeting rooms for <br />conducting a public meeting. He stressed the application to upgrade the <br />compressor station is not appropriate in a residential area. After considerable <br />discussion, there was a consensus to write a letter to the County Commissioners <br />voicing the City's concern with the expansion of the gas compressor station. <br />
