<br />City Council <br />Meeting Minutes <br />September 6,2005 <br />Page 14 of 18 <br /> <br />Mayor Sisk requested a Staff presentation <br /> <br />Principal Planner Ken Johnstone stated the applicant is Gordon Fordyce and the <br />architect is Peter Stewart. The request is an amendment to the 1990 Crystal <br />Estates Final PUD Development Plan and Special Review Use (SRU) with <br />respect to the use of a new Phase II building. They propose is to construct a <br />smaller building for a brake and muffler repair shop. The building footprint for <br />Phase II is 2,351 SF with a second story 704 SF mezzanine, for a total area of <br />3,055 SF. The applicant proposes an expansion of the auto body shop, <br />authorized by the 1990 PUD and SRU. Phase I building footprint would be <br />expanded by 1,850 square feet. <br /> <br />The PUD provided 32 parking spaces to support Phase I and 44 spaces to <br />support project buildout. The PUD was approved with a series of notes intended <br />to control the parking and screening of employee vehicles as well as inoperable <br />or wrecked vehicles. The Comprehensive Plan for this area is the Highway 42 <br />Revitalization Plan. The Commission recommends prohibiting any expansion of <br />auto body service into the 1,850 SF expansion area of the existing building, or <br />the new Phase II structure. <br /> <br />The Commission approved the parking plan, but formally called up the 1990 PUD <br />and SRU for noncompliance by the applicant of a Special Review Use Plan. The <br />recall action was scheduled for November of 2005. The Planning Commission <br />recommends support of the PUD/SRU amendment. <br /> <br />The Engineering Department is requesting the dedication of an additional 15 feet <br />of right-of-way from the property and a shift of the location of the access drive <br />into the property from Cannon Circle 35 feet to the west. Staff and the Planning <br />Commission found that the application met this criterion, provided the condition <br />regarding the relocation of the entry drive is met. <br /> <br />City Attorney Light requested that Council formally include in the record of the <br />public hearing (by motion) the following documents: Final Development Plans; <br />Special Review Use Amendment Application filed by the applicant; all the <br />documents the applicant has filed with the City included in the application; all the <br />material included in the City Council packet; the approved 1990 Final PUD and <br />SRU for Crystal Estates; the approved subdivision plat and replat for Crystal <br />Estates; the Highway 42 Revitalization Plan and the Commercial Development <br />Design Standards and Guidelines (CDDSG). <br /> <br />Mayor Sisk ordered the document be made a part of the record, and requested <br />an Applicant presentation. <br /> <br />Peter Stewart, Stewart Architecture, 1132 Jefferson Avenue, Louisville, CO <br />stated he and the applicant are available to respond to Council questions. <br />
