<br />City Council <br />Meeting Minutes <br />September 6, 2005 <br />Page 7 of 18 <br /> <br />Council member Van Pelt favored a number of 2S0 residential units over a two- <br />year period. There was Council consensus. <br /> <br />Bob Muckle, 1101 Lincoln Avenue, Louisville, CO favored using a number that is <br />consistent with the Comprehensive Plan. <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO stated Council has not set any <br />criteria for reviewing proposals, and raised the numbers without reviewing the <br />criteria of the Comp Plan. <br /> <br />Sage Maurer, 948 Parkview Street, Louisville, CO voiced her appreciation for <br />Council discussion on the Comp Plan and the Phasing Plan. <br /> <br />Council member Clabots noted it would be unlikely that there will be a number of <br />development requests prior to the end of the year. <br /> <br />Mayor Sisk directed Staff to prepare a resolution for the September 20, 200S City <br />Council meeting. <br /> <br />ORDINANCE NO. 1475, SERIES 2005 - AN ORDINANCE AMENDING THE <br />CHAPTER 3.20 OF THE LOUISVILLE MUNICIPAL CODE, REGARDING THE <br />COLLECTION OF DELINQUENT SALES AND USE TAXES - 2nd reading- <br />public hearing (advertised Daily Camera 8/20/05) <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 147S, Series 200S. <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Finance Director Patty Leslie explained per Chapter 3.20 of the Louisville <br />Municipal Code, the City of Louisville issues notice of overdue taxes to taxpayers <br />by notice of assessment and notice of lien. The code allows for the City to offer <br />payment plan options, and daily audit and collections in addition to an <br />administrative hearing. Filing of tax liens with the Boulder County Clerk and <br />Recorder is the final step provided by the Code prior to seizure of the personal <br />property assets of the delinquent taxpayer. In many cases the amount of tax <br />owed to the City does not justify the expense and time required to seize a <br />business and auction the assets to satisfy the debt, or the taxpayer disappears. <br /> <br />Ordinance No. 147S, Series 200S establishes a detailed process and offers the <br />City additional resources to collect delinquent city sales and use taxes via <br />certification of the amounts owed to the Boulder County Treasurer's office, <br />allowing the City to more effectively and efficiently deal with delinquent taxpayers <br />by using a multi-County collection process. <br />
