City Council
Meeting Minutes
September 20, 2005

remains intact and neither the home nor the summer kitchen had any
architectural changes. The Historical Commission plans to open the house to the
public as part of the museum in early 2006. The building meets the age criteria
as it was built in 1904. The Commission determined that the Jordinelli House
meets the criteria set forth in section 15.36.050 as follows: Architectural Criteria;
Social Criteria; and Physical Integrity. Even though the building has lost some
integrity by being moved, Commission members felt that the architectural and
social significance of the building outweigh concerns over the location. The
Commission determined that the building in its entirety should be land marked as
an individual structure.

Mayor Sisk opened the public hearing and requested public comment. There
were no comments.

MOTION: Council member Clabots moved for approval of Resolution No. 41,
Series 2005, seconded by Council member Brown. All in favor.

City Manager Simmons noted an irrigation system will be installed at the
museum site this week.

ORDINANCE No. 1479, SERIES 2005 - AN EMERGENCY ORDINANCE
EXTENDING THE TERMS OF A NON-EXCLUSIVE FRANCHISE GRANTED
BY THE CITY OF LOUISVILLE, COLORADO TO COMCAST OF COLORADO
I, LLC, SUCCESSOR TO SCRIPPS HOWARD CABLE COMPANY A SIX
MONTH EXTENSION OF COMCAST FRANCHISE - public hearing _1st and
final reading

Mayor Sisk requested a City Attorney introduction.

Mayor Sisk requested opened the public hearing and requested a Staff
presentation.

Assistant City Manager for Governmental Relations Balser explained Ordinance
No. 1479, Series 2005 is an emergency ordinance extending the current
Comcast franchise with the City of Louisville for an additional six months.
Com cast's franchise is scheduled to expire on September 18, 2005, and
Comcast and the City are in the process of negotiating a renewal of the existing
franchise. The ordinance extends the term of the franchise from September 18,
2005 to March 21, 2006. The current franchise shall remain in effect during that
time, pursuant to the terms and conditions contained therein, until March 21,
2006 or until the Franchise is terminated pursuant to its terms. The emergency
ordinance is necessary in an effort to minimize the number of days the franchise
lapses without an extension.
