Approval of Professional Services Agreement with Boyle <br />Engineering for Water Resources Engineering Services <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />Mike Deborski, 601 Pine Street, Louisville, CO addressed the Highway 42 <br />Revitalization Project Map. He explained his family business would be impacted <br />by the street alignment supported by the City Staff. He presented a map, which <br />he stated is preferred by RTD. He voiced support for the map as the street <br />alignment would not cut through his property. <br /> <br />Ronda Grassi, 915 Main Street, Louisville, CO, Vice-President, Downtown <br />Business Association, (DBA) reported on the success of the summer Street <br />Faire. The DBA is requesting Council permission to use the Steinbaugh Pavilion <br />for the Winter Skate program and a donation to help fund the project. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br /> <br />Council member Van Pelt stated at the September 6, 2006 City Council meeting <br />a Louisville resident accused her of violating the City's Code of Ethics. She <br />responded to the allegations for the record as follows: <br /> <br />On the June 20 and August 2 Council meetings, she recused herself from all <br />discussions related to one of the opportunity areas outlined in the comp plan. <br /> <br />Council member Van Pelt disclosed her husband is an architect and has a <br />professional relationship with a potential developer in Area 7. She noted while <br />the Council discussed options for this area, there was no vote or official action <br />taken on this project, or any other specific project in the comprehensive plan. <br /> <br />The same citizen stated she should have recused herself from the vote on the <br />comprehensive plan as a whole. Council member Van Pelt responded: <br /> <br />The comprehensive plan is an advisory document and its passage inherently <br />approves no rezoning or development plans. She did not believe her husband's <br />involvement with a potential project creates a conflict of interest which would <br />preclude her from voting on the comprehensive plan. She stated if this or any <br />project her husband is involved with comes before Council, she would recuse <br />herself from all discussions and votes as outlined in the Charter. <br />
