<br />City Council <br />Meeting Minutes <br />September 20, 2005 <br />Page 5 of 15 <br /> <br />they require the fiscal impacts be closely evaluated. Criterion 'A' creates a <br />requirement for all residential development applications to include a fiscal impact <br />analysis. Staff discussed adding to the submittal requirements for development <br />applications as established in Chapters 16 and 17 of the LMC. That would be <br />forwarded for City Council review as an Ordinance Amendment at a later date. <br /> <br />Section 2: Establishes the maximum biannual allocation of 250 residential units, <br />along with a maximum of 150 units in any given calendar year. This section <br />would be reviewed biannually in conjunction with Council's review of the <br />Comprehensive Plan. <br /> <br />Section 3: Establishes the residential allocation from October 1, 2005 through <br />December 31,2006 at a maximum of 150 units. This section would be reviewed <br />annually to establish the goal for the maximum number of residential permits for <br />the following calendar year. <br /> <br />Section 4: Provides a general framework for the City Manager to create rules to <br />administer the residential phasing program. The rules would create a more <br />specific framework for Council to prioritize the residential allocation, including a <br />process whereby property owners/developers would submit their requests for an <br />allocation of permits. <br /> <br />Resolution No. 36, Series 1993 places certain controls on residential <br />development, including residential annexations. Council repealed the provisions <br />of that Resolution pertaining to an annual allocation of residential permits in <br />2000, but all other provisions of the resolution remain in place. With the adoption <br />of the new Comprehensive Plan and residential phasing resolution, Staff <br />recommended repealing Resolution No. 36, Series 1993. Three emails were <br />received relative to the phasing plan from the following individuals: Michael <br />Markel; Chris Hansen; and Rick Brew. <br /> <br />PUBLIC COMMENT <br /> <br />Ron Sackett, 625 August Drive, Louisville, CO asked if the redevelopment <br />projects are included in those numbers. Planning Director Wood stated it would <br />extend to all new residential projects, with no exemptions, other than the two <br />currently platted lots or areas in the urban renewal districts. <br /> <br />Mayor Sisk stated projects must meet the criteria and be approved by the <br />Council. <br /> <br />Michael Markel, 5723 Arapahoe Avenue, Boulder, CO voiced his support of the <br />residential phasing plan. He noted both parties must make a commitment to the <br />process in order for the plan to work. He supported a fair, equitable and <br />predictable allocation process and a plan that reinforces the Comp Plan. <br />
