City Council <br /> Meeting Minutes <br /> • December 13,2011 <br /> Page 3 of 7 <br /> Rob Melich, 678 West Birch Court, Louisville, CO voiced his objection to the process <br /> proposed by the Mayor and City Council for selecting a Council member for Ward I. He <br /> also objected to the new Council member being the swing vote for appointment of the <br /> Mayor Pro Tern. He personally knew four of the eleven candidates and voiced his <br /> support for David Baumgarten, Anne Tengler, Michael Menaker and Bob Tofte. <br /> Mayor Muckle noted several emails were received from Louisville residents in support of <br /> the applicants. Those emails were distributed to City Council and posted for public <br /> view. <br /> MOTION: Mayor Muckle moved that each Council member, by ballot, designate four <br /> applicants to fill the vacancy in Ward I and those applicants receiving at least three <br /> votes be considered as nominees for purposes of a further round of balloting for the <br /> filling of the vacancy and the City Clerk distribute ballots for such purposes and tally the <br /> results, seconded by Councilor Sackett. All were in favor. <br /> City Attorney Light clarified the Louisville Home Rule Charter requires a majority vote <br /> (4) to appoint an applicant to the position. He noted the effect of the motion was that this <br /> round of balloting will determine a pool of nominees for purposes of additional round of <br /> balloting for the actual appointment. <br /> • Paper ballots were voted and tallied and the applicants who had three votes were: <br /> David Baumgarten, Barbara Butterworth, Michael Deborski, Michael Menaker, Bill <br /> Scanlon and Anne Tengler. <br /> MOTION: Mayor Muckle moved the City Council appoint to fill the Ward I vacancy the <br /> nominee whom by ballot voting of the Council receives four votes and the City Clerk <br /> distribute ballots for such purposes and tally the results, seconded by Councilor Loo. All <br /> were in favor. <br /> Paper ballots were voted and tallied and the applicants who had three votes were: <br /> Michael Menaker and Bill Scanlon. <br /> Mayor Muckle requested the Council again vote by ballot to appoint one of the six <br /> nominees to fill the Ward I vacancy, and that the City Clerk distribute ballots for such <br /> purposes and tally the result. Paper ballots were voted and tallied and the applicants <br /> who had three votes were: Michael Menaker and Bill Scanlon. <br /> COUNCIL COMMENTS <br /> Mayor Muckle suggested dropping the two names the Council appears to be <br /> deadlocked on and vote for one out of the four remaining applicants. <br /> Councilor Loo voiced her support for Michael Menaker. Mr. Menaker attends almost all <br /> the meetings in the City; he is very active on the Senior Foundation and co-sponsored <br /> • the Savor the Favor Event; was an active participant in the Downtown Sign Code; <br />
