City Council <br /> Meeting Minutes <br /> • December 13, 2011 <br /> Page 15 of 18 <br /> 2011 CITY MANAGER'S GOALS/QUARTERLY STATUS REPORT <br /> City Manager Fleming explained he maintains a list of goals that are intended to identify <br /> specific projects or activities beyond the normal level of services, which staff intends to <br /> accomplish during the year. The list is based on the City Council's direction in 2010 and <br /> during the February 1, 2011 regular meeting. The City Manager reviewed some of the <br /> highlights of the current status of the goals and was available for Council questions. <br /> COUNCIL COMMENTS <br /> Councilor Keany inquired about the status of the goal for quiet zones. Deputy City <br /> Manager Balser explained the City will coordinate efforts with surrounding communities <br /> along the corridor, on possible quiet zone implementation. If it is not a coordinated effort <br /> it is less effective. With FasTracks the quiet zone implementation would be done due to <br /> the requirement for noise mitigation. The City does not have cost estimates for the <br /> necessary improvements and is waiting for RTD to provide the information. <br /> Mayor Muckle thanked the City staff for their work in accomplishing the list of goals. <br /> APPROVED THE PREFERRED ALTERNATIVE FOR THE MCCASLIN BOULEVARD <br /> • AND DILLON ROAD INTERSECTION PROJECT <br /> Mayor Muckle requested a Staff presentation. <br /> Senior Civil Engineer Thompson explained City Council approval is requested on Staff's <br /> recommended preferred alternative for the McCaslin Boulevard and Dillon Road <br /> intersection project. The preferred alternative is a modification of Alternative #2, which <br /> was presented to City Council last month. The preferred alternative will eliminate the <br /> existing split phase signal at the intersection, keep the existing modular traffic signal <br /> poles and construct raised crosswalks across the right turn lanes at the intersection - <br /> but does not provide for future bike lanes on Dillon Road through the intersection. <br /> When the raised crosswalk alternative was presented last month there were right-of- <br /> way and unknown utility costs associated with the raised crosswalks due to the limited <br /> right-of-way in the northwest and southeast quadrants of the intersection. <br /> The future bike lane element was removed from the preferred alternative because <br /> construction would require the reconstruction of the traffic islands and the relocation of <br /> the existing modular traffic signals. Staff also anticipates that a bike route constructed <br /> as part of the planned U.S. Highway 36 improvements will eventually provide better <br /> East/West bike mobility in this area. Given these facts, staff recommends removing the <br /> bike element from the preferred alternative. <br /> • <br />
