In 2008, the City Council adopted a Public Involvement Policy. That policy is included <br />as a section of the annual open government pamphlet. Encourage all board <br />members to read it and adhere to all of its guiding principles. <br />Campaign Rules <br />The City Council, Board members, and City Staff are all governedFair <br />Campaign Practices Act (FCPA). Individually or as a group staff and board members <br />are only to discuss the facts and give pros and cons on a ballot issue, but we are <br />NOT allowed to campaign for or against any ballot measure. If a board has a City <br />budget, 501c3 money, grant money, or money from any other source, it may not be <br />spent to campaign for or against the issue. <br /> <br />In your private capacity (outside of work or board/commission meetings) you are <br />allowed to campaign for or against any measure. <br /> <br />Appointed officials such as board and commission members may: <br />Expend personal funds and use personal time for electioneering, su <br />to applicable campaign laws; <br />Express a personal opinion on ballot issues, so long as not expe <br />public money from any source to do so. <br /> <br />Policy Recommendations <br />City policy decisions are set by the City Council and administrative policy decisions <br />are set by the City Manager. While boards are frequently asked f <br />policy change, they do not have the authority to set or make polthe board is <br />interested in recommending a new policy or a policy change, please contact the <br />City Manager’s Office to see how you should proceed.
