Historic Preservation Commission <br />Meeting Minutes <br />December 19, 2011 <br />Page 3 of 5 <br />Stewart recommended the resolution language should change so the funding for the <br />assessment is not taken out of the incentive grant. <br />Lewis stated it sounded like the HPC is in agreement with everything that was submitted <br />to City Council. She recommended staff make the minor revision to the resolution about <br />funding for the assessment. <br />Stewart asked for public comment. After hearing none the HPC informed McCartney to <br />carry on to City Council with the amended language. <br />Public Hearing – Grant – Roof Re-structure – 1131 Jefferson Avenue – continued from <br />November 21, 2011. <br />McCartney presenteditems from the packet.He stated there were 2 bids received from <br />contractors who stated a roof removal and replacement would cost $50,000 to complete - <br />$60,000 with a 20% contingency. <br />Janice Hoffman, owner, spoke. She stated the work, as presented by JVA, would leave my <br />houseunlivable for several months. Also she does not have the money to match any funds <br />reaching $50,000. She is interested in learning of other alternatives. <br />Stewart stated he appreciated her honesty. He added the process is tough but he assured Ms. <br />Hoffmanthe HPC would like to do the right thing for her structure. <br />Lewis recommended we go back to the engineer to ask for other solutions. <br />Hoffman inquired if asking the engineer would be more time and money. <br />Stewart stated staff recommended going back to the engineer and he recommended the HPC <br />consider doing so. The HPC and staff can work on this project so Ms. Hoffman doesn’t have <br />to worry about being in the middle. <br />Hoffman stated the stress is from the unknown and not the cost. <br />Stewart offered HPC design assistance as well. <br />Lewis stated the cost estimate involves a lot of sequences that don’t need to happen. She <br />added there are ways to rethink the project to be less invasive. <br />Poppitz stated his interest in assisting with design assistance. <br />Public Comment <br />SueLoo questioned how the design assistance program works and whether it was appropriate <br />for HPC architects to offer their assistance. <br />Stewart stated design assistance is something the HPC offers applicants so they don’t have to <br />pay for architectural services. Construction drawings are not created only conceptual ideas. <br />
