Louisville City Council Meeting <br />July 5, 2000 <br />Page 19 <br /> <br />Audrey Berne, 3434 47th Street, Boulder, CO, stated that property values have actually <br />gone up 25% to 30%, however, there is no way to calculate the impact of a school. She <br />stated that her biggest concern is compatibility. <br /> <br />Jim Smittkamp, 4964 Volkgrie Drive, Boulder, CO, stated that the Mill Family does <br />believe their property value could be impacted and based on conversations with an <br />appraiser. He noted that regardless of whether a good neighbor policy exists, it would <br />impact his client's ability to build on the lot. <br /> <br />Keany stated that he has four children and is empathetic to the issue, but noted that it is a <br />land use issue. He stated that a letter from an insurance company stated that insurance <br />premiums would go up. He asked Kelley to respond to the letter. Kelley stated that <br />during their research, the issue of increased insurance premiums never came up. <br /> <br />Donna K. Newberg-Long stated she spoke with an insurance agent originally opposed <br />the school, but now fully supports the proposal and has submitted a letter, which is on <br />file. <br /> <br />APPLICANT SUMMARY <br /> <br />Kelley thanked Council for their consideration and stressed that this location is only a <br />temporary solution. She stated that other charter schools in industrial zones have worked. <br />She noted that other issues exist in Louisville and referred to recent City approval of an <br />affordable housing unit near the railroad tracks. She also referred to two Louisville daY <br />care facilities, located directly adjacent to railroad tracks. She noted that they have <br />listened to their neighbors and have addressed their concerns. She stated that they have a <br />traffic plan, environmental report, and an emergency evacuation plan. She asked Council <br />to look at the facts and approve the SRU for the Peak to Peak school. <br /> <br />MOTION: Sisk moved that Council approve Resolution No. 34, Series 2000, A <br />Resolution Disapproving a Final PUD Development Plan.and a Special Review Use for <br />Peak to Peak Charter School located on Lots 1 and 2, Block 5, Colorado Tech Center, <br />seconded by Mayer. <br /> <br />Mayer stated that the neighboring businesses voiced their concerns and that he agrees the <br />SRU for a school is not a compatible use. <br /> <br />Brown concurred that a school is not a compatible use for an Industrial zoned property. <br /> <br />Keany concurred and stated that the bottom line is land use. <br /> <br />19 <br /> <br /> <br />
