Motion passed by a vote of 4-1. Davidson voted no. <br /> <br />RESOLUTION NO. 41, SERIES 2000 - A RESOLUTION APPROVING A FINAL <br />PUD DEVELOPMENT PLAN FOR AN EXPANSION TO THE OLD <br />LOUISVILLE INN, LOT 1, BLOCK B, TOWN OF LOUISVILLE, 740 FRONT <br />STREET <br /> <br />Davidson called for Staff introduction. <br /> <br />Wood reviewed the application submitted by Garrett McCarthy, owner of the Old <br />Louisville Inn. The addition would be on the south side of the existing building and <br />consists of a single story with a basement. Wood noted that the owner has multiple <br />reasons for requesting approval of the addition and remodel. The primary motivations <br />are to provide ADA complaint bathrooms, and additional lobby areas for patrons waiting <br />to be seated. The total area of the addition is 1,763 square feet. The additional finished <br />space in the basement is 1,659 square feet. Wood noted that the property is subject to the <br />design standards and guidelines contained in the Downtown Design Handbook, the <br />policies of the Downtown Louisville Framework Plan, and the downtown-parking <br />ordinance. The property is required to comply with the maximum floor area for the <br />westerly portion of downtown and the maximum building height of 29 feet for the <br />downtown area. The Planning Commission has reviewed the application and found the <br />proposal in compliance with those regulations. Staff has expressed concern over the <br />existing drive access and the right-of-way with the railroad. <br /> <br />Wood stated that the applicant is required to provide four parking spaces on or off-site, to <br />meet the parking requirement for the new addition. The applicant believes the spaces <br />should be considered based on the existing floor area and exempt from the parking <br />requirement. The Planning Commission did not require the basement space to meet the <br />parking requirement, however, Staff believes the basement is being converted from <br />uninhabitable storage space to inhabitable space. <br /> <br />Wood reviewed the architectural plans. The exterior materials proposed for the publicly <br />visible portion of the addition are stone, tile and glass with some metal accent materials. <br />Staff initially raised concerns over the level of ornamentation on the building and the use <br />of the materials, however the Planning Commission found the design to be appropriate. <br />Planning Commission approval was subject to two conditions. <br /> <br />20 <br /> <br /> <br />
