Louisville City Council Meeting <br />July 18, 2000 <br />Page 10 <br /> <br />Mayer asked City Administrator Simmons for the balance of the under-ground fund. <br /> <br />Heather Balser, Assistant to the City Administrator stated that in 1999 there was over <br />$600,000 in the fund. Balser stated that the franchise extends through the year 2001 and <br />the projected balance at the end of the year would be an estimated $731,530. Balser <br />stated that the fund accrues approximately $130,000 per year. <br /> <br />Mayer asked Diehl to project Louisville's consumption of power for the next five years. <br />Diehl stated the projection is similar as to what it has been in the past. <br /> <br />Mayer asked City Attorney Light if the City could require PSCo to pay for a portion of <br />the under-grounding. Light stated that PSCo submitted a document that provided funds <br />allocated for above-ground lines and that amount would be paid toward burial of the <br />lines. <br /> <br />Mayer asked City Administrator Simmons if the City had acquired an independent <br />estimate for the cost of burying the power lines. Simmons stated that the City has not yet <br />obtained an independent estimate and is currently relying on the PSCo figures. <br /> <br />Mayer asked City Administrator Simmons if Staff has researched how other communities <br />have dealt with this issue. Simmons stated that there are several communities listed in <br />Council packets. <br /> <br />Mayer asked if Gunbarrel was a part of the information provided. Balser stated that she <br />had spoken with the City of Boulder and received information about the lines near the <br />28th Street substation or Grape Street. That information was provided in the Council <br />packet. <br /> <br />Sisk asked Mr. Diehl about the PSCo Special Review Use application and the proposed <br />alternatives. He stated that the issue of burying the lines was only addressed toward the <br />end of their presentation and asked if PSCo was suggesting they do not want to under- <br />ground the facilities. Diehl stated that PSCo is willing to bury the lines, however costs <br />associated with the burial would be prohibited. PSCo could not bear the entire cost, <br />therefore, the cost would be bore by every citizen in the State of Colorado. <br /> <br />Sisk stated that he would like this matter to be further reviewed and suggested that the <br />matter be continued in order to allow PSCo, Staff and the public to work together to <br />resolve the issue. Diehl stated that he agreed and continued that PSCo has met with Staff <br />and the City's consultant and have initiated discussions on burying the lines. <br /> <br />10 <br /> <br /> <br />
