Louisville City Council Meeting <br />July 18, 2000 <br />Page 12 <br /> <br />Davidson asked Diehl why PSCo did not come forward after Public Utilities Commission <br />approval in 1998. Diehl stated that PSCo came before the City last summer and since <br />then, have been preparing the application, including project description, preliminary <br />engineering and evaluation of alternatives. <br /> <br />COUNCIL COMMENTS: <br /> <br />Mayer stated that he required more information about the project cost and a proper way <br />of accessing those costs. He concurred with Councilman Sisk and stated that the under- <br />grounding alternatives have arrived late. Mayer concurred that under-grounding the <br />power lines benefits the entire community. Mayer suggested that PSCo and the City <br />further discuss and review this matter. He noted that three miles of under-grounding <br />have been discussed, but that what is needed is a detailed assessment of the costs. Mayer <br />summarized that he would like to know the benefits, the range of the power lines and the <br />costs. He stated he would support continuing this issue to refine the alternatives. <br /> <br />Keany stated that he agreed with Councilman Mayer's comments. He asked Public <br />Works Director Phare the status of the South Boulder Road overpass project. Phare <br />stated that the bids have been awarded, however it is a Parks Department Project. He <br />stated he was not sure of the under-grounding of that project, but would look into it. <br /> <br />Keany requested that the City discuss with PSCo the under-grounding of utilities on <br />South Boulder Road. Keany also requested information about revenue bonds and sales <br />tax. <br /> <br />Sisk asked City Attorney Light about the possibility of having an election on a revenue <br />bond or special improvement district for a citywide election on the November ballot. <br />Light stated that the County Clerk would have to be notified that the City intends to <br />participate in the coordinated election no later than July 28, 2000. The City would then <br />have approximately one month to finalize Tabor questions and pass a resolution to call a <br />special election. The resolution would have to be approved by either the second meeting <br />of August or the first meeting of September. <br /> <br />Sisk suggested that PSCo, the City of Louisville, a special improvement district or some <br />citywide involvement could accomplish the goal of under-grounding the power lines. <br />Sisk commended the citizens for their dedication and thanked PSCo for their willingness <br />to work toward a resolution. He asked that the matter be tabled until the second meeting <br />of September. <br /> <br />12 <br /> <br /> <br />
