Louisville City Council Meeting
July 18, 2000
Page 13

Brown stated that he agreed with Councilman Sisk's comments and noted that this is a
community wide concern.

Davidson asked PSCo to present a more realistic estimate. He concurred that under-
grounding power lines is a very expensive project and expressed his doubt that the
citizens of Louisville would be willing to support a tax increase to bury a particular
power line. He suggested that two questions be put on the ballot, one a special
improvement district and the other a general tax. He stated that in the event of a special
improvement district, the City should also contribute. He suggested the under-grounding
of the power lines begin after the Louisville Reservoir. Davidson supported continuing
this matter until the second meeting in September.

Levihn stated that he has the same concerns voiced by other Council members. He
requested a detailed cost estimate of the under-grounding of power lines. He supported
continuing the matter to allow PSCo and Staff to complete a detailed cost analysis.
Levihn also asked about the availability of using school tax to under-ground the power
lines.

Mayer suggested that the City budget be critically reviewed for its portion of under-
grounding funds and burying of lines be considered a beautification project.

MOTION: Sisk moved that Council continue Resolution No. 42, Series 2000, until the
August 15, 2000 meeting, seconded by Mayer. All in favor.

ORDINANCE NO. 1341, SERIES 2000 - AN ORDINANCE ESTABLISHING A
PARKING IMPROVEMENT FEE TO ASSIST IN MEETING PARKING NEEDS
IN DOWNTOWN LOUISVILLE, AND AMENDING CHAPTER 17.20 OF THE
LOUISVILLE MUNICIPAL CODE AND THE LOUISVILLE COMMERICAL
DEVELOPMENT DESIGN STANDARDS TO PROVIDE THAT OFF-STREET
PARKING REQUIREMENTS FOR DOWNTOWN LOUISVILLE MAY BE
SATISFIED IN WHOLE OR PART BY PAYMENT OF A PARKING
IMPROVEMENT FEE - 2nd reading - public hearing (advertised in Daily Camera
7/03/00)

Davidson called for City Attorney introduction.

City Attorney Sam Light read Ordinance No. 1341, Series 2000.

13
