Louisville City Council Meeting <br />July 18, 2000 <br />Page 5 <br /> <br />other circuits are off-line, which may lead to scheduled Or unscheduled power <br />interruptions. <br /> <br />Wood stated that the applicant is requesting to replace the existing wood frame structures <br />within the corridor with an alternative pole system to increase the capacity of the line. <br />Wood reviewed the three overhead rebuild alternatives. Each reflects the type, height, <br />number of poles (to maintain minimum clearances), capacity of normal and maximum <br />loading, EMF (electromagnetic fields) levels associated with each alternative, noise <br />levels, timeline for construction, estimated construction costs, as well as estimated <br />maintenance and operating costs. <br /> <br />Wood stated that the PSCo request came before the Planning Commission at its regularly <br />scheduled meetings of April 11, May 9, and June 13, 2000. The Planning Commission <br />record reflects extensive discussion organized into categories of legal issues, legal <br />relationship with the applicant, equipment capacity of the infrastructure, environmental <br />health and visual issues, property values, under-grounding, and rerouting of the capacity <br />to another right-of-way. Correspondence from the applicant responds to questions from <br />each of the three public hearings before the Planning Commission. <br /> <br />Wood reported that the Planning Commission's recommendation denied the application <br />by a vote of 6-0. The Planning Commission action was based upon findings that the <br />request failed to meet Special Review Use criteria. The position of the Planning <br />Commission is that the use failed the intent of requirements of numbers 1, 2 and 4. The <br />Planning Commission opposed any expansion within the right-of-way and recommended <br />that Staff work with the applicant to bury the power lines. <br /> <br />Wood noted that with respect to the burial of the power lines, the applicant has provided <br />a supplemental report, which includes estimated costs and the technology required. <br /> <br />Wood stated that the City has retained Energy & Resource Consulting Group, LLC <br />(ERG) to assist in all remaining phases of this request. A letter received on July 13th, <br />2000 from Philip Movish, of ERG provides additional information on the capacity of the <br />existing infrastructure. <br /> <br />Wood noted that a memo concerning the surrounding jurisdictions' approach to burial of <br />transmission lines, has been included in the Council packet by the City Administrator. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Michael Diehl, 550 15th St., Suite 700, Denver, CO, representing Public Service <br />Company of Colorado (PSCo) introduced the informational support team for PSCo. <br /> <br /> <br />
