Louisville City Council Meeting
July 18, 2000
Page 8

there are some misconceptions about who will be benefiting from the expansion of the
power lines. She stressed that under-grounding the power lines would be a benefit for the
entire community. She stated she believed this to be an open space issue. She expressed
her concern that the critical facts are not getting to the public.

Frosty Woolridge, 1458 Ford Place, Louisville, CO urged Council to bury the power lines
for aesthetic reasons. He noted that this is a growth problem and that earlier this year he
presented Council with a proposal to control overpopulation. Woolridge urged Council to
bury the power lines.

Sarah Smith, 788 West Tamarisk Street, Louisville, CO voiced her concern about the
appearance of the poles. She stated that the service line would serve more than just
Louisville. She referred to an article in the Daily Camera, which indicated that PSCo, if
unsuccessful with their SRU application, might attempt to circumvent the procedure. She
noted that this is a tough issue for everyone involved; the City, the citizens and PSCo.
She asked Council to bury the power line.

James Keener, 788 W. Lois Court, Louisville, CO agreed with PSCo that there is an
increase in power needs. He stated that PSCo is a large for-profit company, and would
greatly benefit from the upgrade. He stated that the solution is to bury power lines and
not degrade the community with above ground power lines. He urged Council to reject
the PSCo SRU application. He stated that status quo is better than the proposal offered
by PSCo. He also referred the Daily Camera article which indicated that PSCo would
circumvent the Council through the Public Utilities Commission.

Ron Sackett, 625 Augusta Drive, Louisville, CO stated that he was a newcomer to
Louisville, but his son and family have lived here for some time. He noted that he had
always enjoyed visiting Louisville and felt that everything should be done to preserve the
community. He recommended that Council stay the course and urged them to pursue
burying power lines.

Tim Hoar, 762 West Willow, Louisville, CO stated that he lives right next to the power
lines. He noted that the need to improve the power lines is very clear, however, the issue
of above ground power lines is not clear. He stated that above ground power lines is not
the solution. He stated he believed that PSCo submitted an artificially inflated cost
estimate for burying the power lines. He stated that the power is dedicated to select
customers. He noted that, given the above ground poles have a 70-year life span, he
would urge Council to amend the proposal to require burying the power lines.

Michael Gheleta, 761 Pear Court, Louisville, CO stated that he had addressed the issue
earlier this year. He noted that PSCo has permission to use right-of-way, however the

8
