Louisville City Council Meeting
August 1, 2000
Page 2.

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON
THE AGENDA.

Mayer stated that the new bus line service No. 228, is under utilized and felt it was due to
the lack of publicity. He felt that it was a real benefit to the City and suggested that the
City consider a joint effort with RTD to publicize the No. 228 bus line.

AWARD BID - TELEPHONE SYSTEM

Davidson called for Staff presentation.

Finance Director Dianne Ray stated that the search for a new telephone system began in
January with a needs analysis from each department, focused on "What features of a new
system would assist us in providing good customer service to our citizens?" Ray stated
that a committee was formed representing all departments guided by Melanie Pappas,
telecommunications consultant from CyberLink Corporation. Four project tasks were
defined.

Ray reported that the Review and Recommendations Report projected a monthly cost
differential resulting from the proposed changes. The cost difference between the
telephone lines to be eliminated and new digital telephone trunks to be added is $184 per
month. The proposed changes provide a much higher level of functionality at a
negligible cost difference.

Ray stated that two valid proposals were received in response to the City's RFP. The
base proposal prices for the specified equipment without options are:

Shared Technologies Fairchild (NEC equipment)
Lucent Technologies (Lucent equipment)

$221,262
$332,690

The 2000 budget for the new telephone system, is $280,000.

After extensive review and comparison of the two systems the committee recommends
the Shared Technologies Fairchild bid, with options of: PC Telephone System
Management, PC Telephone User Interface, PC Voice Messaging/Unified, Remote
Monitoring and maintenance (24/7) for the next five years that would be budgeted
annually. Ray noted that with a change in the system, the area code for the new lines
would be 720, while the main number 666-6565 area code would remain 303.

2
