Louisville City Council Meeting <br />August 1, 2000 <br />Page 5. <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood stated that the landowner/applicant is Mrs. JoBell Fischer <br />(Fischer Farms Development, LLC). Fischer is petitioning the City to commence a <br />voluntary annexation of approximately 7.6 acres. Fischer has submitted an annexation <br />petition to initiate voluntary annexation of her property located at 701 West Spruce <br />Street. <br /> <br />Wood stated that the resolution of substantial compliance represents the first step in the <br />annexation process. In this step, Council must by resolution, determine whether the <br />annexation petition and map, as submitted, substantially complies with the statutory <br />criteria for those documents. The resolution is not a decision on the merits of the proper <br />proposed annexation or zoning. <br /> <br />Wood stated that Staff and the City Attorney's office have reviewed the petition and map <br />and find them, as revised, to be in compliance with statutory requirements. The property <br />has 100% contiguity with the City, as it is an unincorporated enclave within the City of <br />Louisville. One single family home and associated out building currently occupies the <br />property. <br /> <br />Wood noted that Resolution No. 43, Series 2000, if authorized, sets the public hearing <br />date on the annexation for September 5, 2000. The property owner is requesting that the <br />property be zoned to Single Family Low Density (SFLD) in conjunction with the <br />annexation. The SF-LD District requires a minimum lot area of 21,780 SF or V2 acre. The <br />applicant submitted a conceptual site plan, which has been reviewed at several <br />neighborhood workshops initiated by the applicant. <br /> <br />Wood stated that if authorized by Council, the annexation and zoning would come before <br />the Planning Commission on August 9, 2000. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Stephen Sparn, of Stephen Spare & Associates PC, 1731 15th Street, Boulder, CO, stated <br />that he is the Principal Architect for the project and represents the applicant, JoBell <br />Fischer. Sparn stated that the property meets the statutory requirements and the City of <br />Louisville's standards for annexation. <br /> <br />Spare reviewed the Fischer family history and noted they have continuously lived in <br />Louisville since 1886. The property was originally a fruit orchard and livestock farm and <br />has been in the Fischer family since the early 1900's. The property was passed down to <br />Gary and JoBelle Fischer from Gary's farther, Glen H. Fischer. <br /> <br />5 <br /> <br /> <br />
