Louisville City Council Meeting
August 1, 2000
Page 6.

Spare stated that in review of the Comprehensive Plan and Louisville Ordinances and in
meetings with the City's Staff, it was concluded that residential enclaves should be zoned
for the lowest density. Sparn presented a map illustrating the surrounding residential
density. Sparn stated that two zonings were contemplated, SF-HD and SF-LD.

Spam stated that the Fischer family distributed over 200 flyers in the immediate
neighborhood surrounding the Fischer property. On April 12th, over 85 neighbors
attended an informal presentation to learn more about the proposal. A second meeting
was held on April 27th, which was attended by 50 neighbors. At these meetings both
zoning concepts were presented. He noted that there was considerable neighborhood
discussion about the proposal with regard to traffic, density, and construction. Spare
stated that the majority of people in attendance supported the project.

Spam summarized the proposal by stating that the Fischer' believe the proposed density
is appropriate for the neighborhood. With regard to the land's potential purchase for
open space, he questioned the parcel's value to the Louisville Community. He noted that
the project is surrounded on all sides by housing developments and visibility and
accessibility to citizens of Louisville would be limited. He stated that numerous
neighbors have stated they prefer known neighbors as opposed to the increased impacts
of "unaccountable traffic and security issues" that would come with a public park or open
space. He asked that the City look favorable on the proposal for annexation.

PUBLIC COMMENT:

Fred Banta, 370 W. Spruce Lane, Louisville, CO, stated that he lives directly across from
the Fischer property and attended both neighborhood meetings. He stated that he
strongly supports the project and subsequent to the neighborhood meetings, a letter of
support was circulated. The letter gathered 54 signatures from 30 homeowners within the
area and a copy of that letter was forwarded to Planning Director Paul Wood.

COUNCIL COMMENTS:

Mayer commented that there is substantial compliance. With regard to the support of
surrounding neighbors, Mayer stated there might be other neighbors who disagree with
the development proposal. Mayer stated that as housing prices go up, there are more
estate-sized homes and felt that they should be on estate-size lots. He voiced his
preference for single-family estate zoning.

6
