Louisville City Council Meeting <br />August 1, 2000 <br />Page 8. <br /> <br />Planning Director Paul Wood reviewed that the subject property is a vacant lot in the <br />northwest comer of the Park at CTC subdivision. To the west of the property, along <br />South Taylor Avenue are the developed lots in CTC First Filing and to the north are lots <br />in the Business Center at CTC. Wood reported that the PUD application is subject to the <br />requirements established by the overall Park at CTC Final PUD and subdivision plat. <br />The development is also subject to the City's Industrial Development Design Standards <br />and Guidelines (IDDSG), and complies with those requirements. <br /> <br />Wood reviewed the site plan, which is based in part on its limited street frontage. The <br />limited street visibility of the building reduces the impact of the warehouse/distribution <br />functions of the facility. Track loading and service activities are fully screened from <br />street view by the building. All IDDSG site-planning standards have been met, including <br />setbacks, sidewalks, pedestrian amenities, etc. <br /> <br />Wood reviewed the subdivision replat for a minor subdivision that shifts the location of <br />the common property line between Lots 2 and 3. He noted there would be an additional <br />utility easement dedicated for a new public water line. The development is shown in two <br />phases and relates to both the building size and associated site improvements. Phase I is <br />for a 37,00 square foot building and parking lot at a ratio of 3.2:1000. Phase II increases <br />the building size to a total of 78,000 square feet, with a parking ratio of 2.3:1000. <br /> <br />With respect to grading and drainage, Wood stated that the stormwater detention is <br />located in a large lawn area on the south side of the property. The design of a retaining <br />wall running along the west property line meets the IDDSG requirements regarding <br />maximum height and slopes. The wall has been shifted to ensure it will not encroach <br />upon the City's utility easement that runs along the west property line. <br /> <br />Wood reviewed the landscaping, architecture, lighting and signage. The landscaping <br />complies with the IDDSC; coverage will be 30 percent in Phase II, which is above the <br />City's minimum of 25 percent. The architecture of the building proposes to be <br />constructed of site cast concrete panels. Portions of the building visible from the street <br />will have some sections treated with synthetic stucco and the design would reflect the <br />traditional southwestern style of their existing facility in Eldorado Springs. Wood stated <br />that Staff had no problems with the lighting or signage on this proposal. <br /> <br />Wood reviewed that the Planning Commission approved the application by a vote of 5-0 <br />at their June 22, 2000 meeting, with nine conditions. Two minor remaining conditions; <br />1) It shall be noted on the PUD cover sheet that by approving this application, the <br />previously approved final PUD and related entitlements for the American Variseal <br />project are repealed and revoked. 2) The grading and retaining wall issues on the west <br />property line are resolved. <br /> <br /> <br />
