City Council <br /> Meeting Minutes <br /> February 7, 2012 <br /> Page 4 of 16 <br /> CITY MANAGER'S REPORT <br /> City Manager Fleming stated the City Council tour of City facilities has been scheduled <br /> for Friday, March 9, 2012, between 9:00 am and 3:00 pm. He asked Council members <br /> to RSVP. He complimented the City crews on clearing the streets during the last snow <br /> fall. Photographs were taken, and the process was monitored to see what the time, <br /> equipment and materials requirements were to clear every street in the city. This <br /> information will be forwarded to Council in April and used in the 2013 Budget process. <br /> Mayor Muckle reported receiving favorable comments about the snow removal. He also <br /> complimented the City crews for their work. <br /> Councilor Jasiak noted, in the event of another large snow storm, there may be an <br /> expectation from the public for all city streets to be cleared. City Manager Fleming <br /> agreed there is potential and noted the City is looking at different routes and directions <br /> and ways to improve the service without increasing the cost. <br /> REGULAR BUSINESS <br /> RESOLUTION NO. 8, SERIES 2012—A RESOLUTION APPROVING A BUSINESS <br /> ASSISTANCE AGREEMENT WITH GRAVITY BREWING, LLC FOR INVESTMENT <br /> AND ATTRACTION AND CREATION OF NEW RETAIL SALES AT 1150 PINE <br /> STREET IN THE CITY OF LOUISVILLE <br /> Mayor Muckle requested a staff presentation. <br /> Economic Development Director Star explained City Council action is requested on a <br /> proposed economic development business assistance package for Gravity Brewing <br /> LLC, for building renovations and establishment of a new retail establishment occupying <br /> approximately 3,200 SF located at 1150 Pine Street in Louisville. The applicant, John <br /> Frazee, proposes to renovate a majority of the American Legion main level as a craft <br /> brewery and tap room. He will invest approximately $175,000 in tenant finish into the <br /> space. He intends to partner with existing restaurants to allow carry out and delivery of <br /> food into his establishment. He will pursue Planning approval for a permanent site <br /> where food trucks can locate to sell food, which requires a special review. Any <br /> assistance would be contingent on Gravity opening the store no later than September <br /> 30, 2012. The proposed BAP includes the following provisions: <br /> • Rebate 40% of the City's 3.0% general sales attributable to retail sales from <br /> merchandise and sales of packaged beer packaged to be consumed off site for <br /> the first four years of operation. <br /> • Incremental assistance would NOT be provided if Gravity has not commenced <br /> operation on or before September 30, 2012. <br /> • Total assistance would be capped at $3,500. <br />
