If organized, the district is authorized to <br />perform a number of functions and powers including maintenance of improvements, <br />promotion and marketing of activities, management, provide security and other <br />improvements for the downtown area. He stated that the proponents of the district may <br />have other items they wish to suggest. <br /> <br />Davidson called for an Applicant presentation: <br /> <br />Thomas T. Grimshaw, #3800 1700 Lincoln Street, Denver, CO, stated that he is the <br />attorney representing the Business Improvement District. He confirmed that the princiPle <br />as outlined by the City Attorney is valid. He noted that only commercial property is in the <br />district, and residential and exempt properties are excluded. He also confirmed that the <br />criteria for determination is the status classification provided by the County Assessor. He <br />noted that there has been a fair amount of confusion on that issue, and that several <br />properties currently carry a residential classification but are in the process of changing to <br />commercial use. He confirmed those properties have been ruled out. He stated that the <br />City Clerk has verified the signatures on the petitions and he requested that Council <br />accept the petition as submitted. He reported that Mr. Madani, the business owner of <br />1340 Main Street, signed the petition but has asked to be excluded from the district. <br />Grimshaw stated that the statute provides for that exclusion, once the district has been <br />organized. <br /> <br />PUBLIC COMMENTS: <br /> <br />Jo-an Barnett, 310 County Road, Louisville, CO, introduced herself as the Executive <br />Director of the Louisville Downtown Business Association. She stated that she has been <br />involved in downtown developments for ten years. Barnett stressed the importance of <br />preserving the culture and history of the downtown area and having a wide variety of <br />businesses. She presented a short video of the downtown businesses and urged Council <br />to pass the Business Improvement District. <br /> <br />Ronda Grassi, 916 Main Street, Louisville, CO, introduced herself as the President of the <br />Louisville Downtown Business Association. Grassi thanked the City Clerk for the long <br />hours she worked to verify the Petition. She addressed the Madani property and their <br />request to withdraw from the Business Improvement District. She stated that the <br />proponents of the district do not have a problem with their withdrawal. She noted that the <br />Blue Parrot chose not to sign the petition. She reviewed that there were eight properties <br />having a residential classification but a commercial use and confirmed those properties <br />have been removed from the commercial acreage totals, as required. Grassi thanked the <br />Council for their support. <br /> <br /> <br />
