Louisville City Council Meeting
August 15, 2000
Page 9.

Nancy Love, 841 Front Street, Louisville, CO, thanked the Council and City Clerk for
their time and consideration.

Cheri Ruskus, 801 Main Street, Louisville, CO, stated that she has been a downtown
business owner for 15 years and urged the Council to pass the Business Improvement
District. She read a letter from Antonio and Melinda Pasquini, owners of Pasquini's, 816
Main Street, Louisville, CO. In their letter the Pasquini's urged the City Council to
approve the Louisville Business Improvement District.

Jim Tienken, 726 Front Street, Louisville, CO, introduced himself as a local businessman
and the Vice-President of the Louisville Chamber of Commerce. He noted that although
the Louisville Chamber of Commerce does not have an official position on the project, he
personally indorses the BID and urged the Council to approve it.

Joan Riggins, 805 Osprey, Louisville, CO, stated that she is a local business owner and is
very pro-Louisville. She noted that she was once a member of the BD, however dropped
out after learning that the BD was a $35,000 per year project. Her concern was that the
bulk of the money would be used administratively. Riggins stated that the Blue Parrot
Restaurant and all of Joe Colacci's properties request to be excluded from the district.
Riggins stated that she did not believe those properties would benefit from being a part of
the district. Riggins voiced her concern that the Board could raise the mill levy without a
vote of the district.

Eric Hartkronft, 801 Main Street, Louisville, CO, stated that he is a business property
owner and a member of the Louisville Downtown Business Association. He stated that
he supports the BID and urged the Council to approve it.

COUNCIL COMMENTS:

Howard asked if the proponents of the BID would consider excluding the Blue Parrot
from the District. Ronda Grassi stated that issue was not addressed, however she would
not have an objection, although that she could not speak for all the BID proponents.

Howard asked Riggins if the Blue Parrot wished to withdraw from the BID. Riggins
stated that they do wish to withdraw from the district.

City Attorney Light clarified that once the BID is approved by Ordinance, the district
boundaries could be reassigned.
