Louisville Sustainability Advisory Board Staff Report February 22, 2012 TO:Louisville Sustainability Advisory Board FROM:Louisville Department of Planning and Building Safety Troy Russ, AICP and Gavin McMillan, AICP ITEM:2012 Comprehensive Plan Update February 22, 2012 DATE: SUMMARY The Planning Division is leading a City-wide effort to update the Louisville Comprehensive Plan. The Comprehensive Plan is a significant tool intended to integrate and align governing regulations, infrastructure, and services with community values, needs and civic priorities. The Comprehensive Plan provides everyone a voice in envisioning and guiding the City’s continual evolution through a manageable 20-year window. Specifically, the Comprehensive Plan: • Illustrates a community-based vision. • Sets the Policy Framework (goals/objectives) for functioning of the vision. • Outlines implementation and ongoing monitoring of the vision: - Land Development Regulations; - Transportation Decisions; - Infrastructure Needs - Capital Investments; - Prioritization of Community Services - Regional coordination and ongoing decision-making. Updating the Comprehensive Plan is always a significant effort of Staff, the Community, the Planning Commission, and City Council. The intent of this 2012 Comprehensive Plan Update is to build upon and strengthen the vision established in 2005, and updated in 2009, by utilizing an interactive community outreach effort. The 2012 Update will reaffirm and realign existing policies within the current Comprehensive plan with new policies that address challenges identified during the update process. This will allow the Community to better visualize, communicate, and implement the City’s long-term vision. The City’s first Comprehensive Plan was adopted in 1973. That plan was updated in 1975. Since then, new Comprehensive Plans were adopted in 1983, updated in 1989, and then adopted again in 2005 and updated in 2009. SCHEDULE Staff expects a nine month effort to draft the 2012 Update and an additional one to two months for the 2012 Update’s recommendation/adoption by the Planning Commission and City Council. The proposed work effort is integrated into a comprehensive public outreach and involvement effort. The work plan is divided into five phases. Phase 1 – Community Outreach - The first phase of work is designed to review the current Comprehensive Plan’s vision statement, update the City’s core values, and identify issues and concerns that need to be addressed during the update. The first phase of work will allow the community to actively influence the study’s work efforts and take ownership in the project. Staff will meet with all the of the City’s Boards and Commissions as well as lead a community workshop to advance this phase of work
